Demolition Licences
Due to changes in the Building Legislation the City’s web pages relating to building related applications is currently under construction. Building Permit Application forms and further information can be found at the Department of Commerce – Building Commission website

A licence is required to demolish buildings.
To obtain approval from the City of Joondalup, the following must be submitted.
- Demolition Licence Application form completed by owner or contractor.
- A fee of $50 per storey.
- A condition of the approval will be that the applicant provide written confirmation that rat baiting has been completed within a minimum of seven days prior to demolition.
Additional Information Required for Septic Tank Areas
- An accurate site plan indicating the location of all existing septic tanks and effluent disposal soakwells and/or leach drains.
- A certificate from a Liquid Salvage Contractor confirming the Septic Tanks have been emptied in accordance with the Environmental Protection (Liquid Waste) Regulations 1996.
- Completion of the Septic Tank Decommissioning Form
- Details of the filling or removal of the tanks, indicating the decommissioning in accordance with Regulation 21 of the Health (Treatment of Sewerage & Disposal of Effluent and Liquid Waste) Regulations 1974.
- A compaction certificate for the decommissioned area provided by a Practising Structural Engineer within 21 days of demolition.
Disconnection of Service
Notification is required to be given where applicable to Telstra, Water Corporation, Western Power and/or Alinta Gas for the disconnection of services prior to demolition.
Demolition of Buildings Containing Asbestos
Demolition sites containing asbestos are required to have asbestos removed in accordance with the Health (Asbestos) Regulations 1992. Please contact the Health Officers in Approval Services on 9400 4933 prior to removal of asbestos for further information regarding these Health Regulations .
Construction Noise associated with works
Work which creates noise on a demolition or building site can be carried out between 7.00am and 7.00pm on Monday to Saturday and 9.00am start on Sundays or Public Holidays provided:
The work is carried out in accordance with the noise practices set out in Section 6 of the Australian Standard 2436 – 1981.
For work carried out on a Sunday or Public Holiday, you will need to have an approved noise management plan, approved by the City, which would include how the work is to be carried out and the response to complaints should they arise.
ALL DEMOLITION WORKS MUST BE UNDERTAKEN IN ACCORDANCE WITH REQUIREMENTS OF WORK SAFE WESTERN AUSTRALIA.
