Fit out of Mobile Food Vehicles
Operation of mobile food businesses
A person must not operate a mobile food business within the City of Joondalup without prior approval from the City.
The vehicle must comply with the provisions of the Food Act 2008 and be operated in accordance with the City’s Trading in Public Places Local Law 1999.
Trading in Public Places Licence
All mobile food businesses should be licensed prior to operation within the City. The application fee for a Trading in Public Places licence is $29.00, and if approved the annual licence and registration fee is $600.00. Daily licences are also available on request.
As part of the approvals process, all mobile food vehicles must be inspected by an Environmental Health Officer. All vehicle inspections are carried out at the City Administration building, Boas Avenue, Joondalup. Appointments may be made by contacting the City on 9400 4933.
Operation of mobile food businesses
A proprietor of a mobile food business must ensure that all food sold from the vehicle is:
- prepared by an approved food business
- protected in sealed packages /containers during transportation from the place of preparation to the food vehicle
- protected from contamination at all times
- maintained at a safe temperature at all times i.e. below 5 degrees Celcius or above 60 degrees Celcius
- labeled in accordance with the requirements of Chapter 1 of the Australia New Zealand Food Safety Standards Code, which is available on the Food Standards Australia website
If any foods are to be stored or prepared in a residential premise, then a separate Registration may be required for that location. The current Registration fee for food businesses is $140.
Structural requirements for mobile food businesses
Food vehicle fit-out must comply with the Australian Food Standards Code standards 3.2.2 & 3.2.3.
- A hand wash basin is to be provided that must be:
- adequate size (suggested >8L)
- provided with a piped supply of warm water
- connected to a holding tank of sufficient capacity to hold all waste water
- supplied with liquid soap, paper towels and a waste receptacle
- Where only single-use tableware is provided to customers a single sink is to be provided for the washing of utensils. The sink must be:
- provided with a piped supply of hot water (min. 75 deg C if no sanitizer is used) and cold water
- connected to a holding tank of sufficient capacity to hold all waste water
- Walls, floors and ceilings must be constructed of material that is:
- smooth, durable, resistant to corrosion, non-toxic, impervious to water, free from cracks, crevices and be easily cleaned
- Appliances, including benches must be:
- sealed to the wall or an adjacent surface. If it is not sealed than the appliance must be located at least 150mm from the vertical wall, 150mm off the floor or 75mm from a counter, bench, work table or similar surface, to ensure that adequate space is provided for efficient cleaning
- legs and brackets of appliances must be made of smooth, corrosion resistant material in which ends are closed and sealed so that crevices or voids are not formed.
- Pipes, ducts and conduits must be:
- fixed in brackets and a clearance of at least 16mm provided between the brackets and the adjacent surface.
- Lighting fittings must be:
- fitted with protective covers to prevent contamination of food with broken glass.
- Rubbish receptacles must be:
- provided, cleaned before use and kept free from vermin and insects.
- To exclude insects:
- all doors, windows and other openings must be secured when the vehicle is not in use, to prevent the entry of insects and pests.
