What is a construction site parking permit?
Construction site parking permits are required for the Joondalup City Centre area only.
A construction site parking permit provides exclusive use of parking bays for loading and unloading materials and for parking site-related vehicles during the construction of a building.
The permit will only be issued if a current building licence exists. The owner or person responsible for building works may apply for a permit when a building licence has been issued.
A construction site parking permit does not allow a builder to store materials relating to the construction in the parking bays behind a hoarding or fence. In this case, a hoarding licence application is required. Construction site parking permit application requirements
When applying for a hoarding licence, please ensure the below details are submitted:
- a completed construction site parking permit application form; and
- a site plan to scale no less than 1:200 indicating the proposed location, road, area and/or number of bays.

Fees are charged per day for the use of the bays or road area from Monday to Saturday.
There is a charge for the erection and removal of on site signage authorising the use of the bays or road area. This cost depends on the number of signs required and payment will be invoiced following approval of the application.
Approval
The application will be assessed and approval may be granted for the use of the parking bays, depending on the impact it may have on the general community and users of the requested bays in the local area. Alternative bays or road areas may also be agreed upon by mutual consent. Following approval, the City will install signage at the location advising that construction site parking has been authorised.
