Joondalup City Centre Development
The City is continuing negotiations with Devwest Group Pty Ltd to develop a Heads of Agreement which will guide the integrated mixed-use development in the Joondalup City Centre.
At a special meeting held on Tuesday 2 December 2014, Council endorsed a recommendation from the Office Development Committee to identify Devwest Group Pty Ltd as the preferred respondent to the City's request for Expressions of Interest: Joondalup City Centre Development EOI.
Council voted to undertake a new EOI process in May 2014 following a recommendation from the Office Development Committee to terminate its then-EOI process for a commercial/office development.
The EOI process which identified Devwest Group Pty Ltd as the preferred respondent for an integrated mixed use development mirrored the process undertaken by the City for the original commercial/office EOI.
The current negotiations with Devwest Group are guided by the Memorandum of Understanding which outlines the process the parties will undertake to bring the project to fruition. Mayor Troy Pickard and Chief Executive Officer Garry Hunt joined representatives from Devwest Group for the MOU signing on Thursday 11 December 2014.
Located across 90 Boas Avenue and 70 Davidson Terrace and closely aligned with the civic precinct, the proposed development also includes flexible public spaces that will provide the community with a variety of settings for activities such as festivals, markets, outdoor cinema and other entertainment.
An integral part of the development is a six to eight storey office building which would provide A grade accommodation for State Government Officers. The City has lobbied the State Government for a number of years to bring a department or agency to Joondalup and the development provides the ideal space and location.
This exciting development will enhance the vitality and vibrancy of the Joondalup City Centre by vastly increasing the number of people who visit Joondalup for work, retail and commercial purposes.
The creation of an integrated mixed-used area in the heart of the City Centre is a priority for the City as it will stimulate significant economic opportunity and facilitate greater social interaction. The proposal from Devwest Group Pty Ltd fulfils the City's objectives for this important project and meets the vision and philosophy that has been identified for the development.
The Joondalup City Centre Development will be a symbol of Joondalup as a City in its own right, enhance the vitality and vibrancy of the civic precinct and provide the impetus for the City to achieve 'Primary Centre' status.
