How will the project be funded?
Following is the City’s philosophy in relation to the proposed development:
"The City is clear on its role in the development of a structure plan and that it does not have the capacity to bring the development to fruition without a joint venture in association and agreement with the State Government or third parties. The action to date is in accord with the 2004 funding arrangements to develop a Structure Plan.
The City also understands that its endorsement of a draft concept plan is only the first step in a complex approval process and that, in liaison with other key stakeholders, it should facilitate negotiations with the relevant statutory bodies to expedite the project to Structure Plan stage. It will then determine, in association with the State Government, how the project can be best progressed to construction stage. The exact mechanism to achieve this will need to be the subject of discussion and negotiations with the State Government.
However as the City is also mindful that the project provide a return on investment; the establishment of a joint venture partnership (either public, private or a combination) and best practice financial management is seen as an integral component of the achievement of this outcome.”
At this point in time the City has made no decisions on how the project will be funded or developed. It is intended that the financial options for the delivery of the project will be explored and considered. The overall cost and anticipated income from the commercial aspects of the development will be incorporated into a Business Plan that forms part of the next phase of the project. The Business Plan will be advertised for public comment in accordance with the requirements of the Local Government Act.
How can I get a boat pen at the Ocean Reef Marina?
The City is not in a position to allocate or lease boat pens for the Marina at this stage in the project.
The management and operational options for the boat pens and other marina infrastructure will form part of the Structure Plan and Business Case for the development.
Further information regarding the allocation of boat pens will be provided by the relevant agency at the appropriate phase of the development.
I am a business owner and would like to be involved in the Ocean Reef Marina.
It is anticipated that the structure planning and approval process will take approximately 18 – 24 months with construction not expected to commence for approximately 2 – 5 years (subject to the relevant approvals). As such the City is not is a position to liaise with business owners for the provision of goods or services for the development at this stage in the project.
Further information regarding the commercial aspects of the development will be provided by the relevant agency at the appropriate phase of the development.
How many car parking bays are provided in the concept plan?
The original concept plan included 3216 bays made up of the following:
- 1790 (approx) underground car parking bays, predominantly located under the hotel/ residential buildings
- 1176 car parking bays in designated car parks or off-street parking
- 250 boat trailer bays
The amended concept plan will provide additional parking.
These figures are subject to detailed engineering assessment and planning which will form part of the Structure Plan for the Ocean Reef Marina development.
When will construction commence and how long will it take to build the marina?
At this stage is it very difficult to say exactly when construction will commence. The project is still in the early stages and a lot of work needs to be done to prepare a Business Case and Structure Plan for the development. The City of Joondalup is committed to progressing this project and is working diligently to ensure the Marina is developed to meet community expectations.
The feasibility analysis for the amended concept plan included "phasing" calculations which suggested the Marina could be developed in two stages over a period of approximately 10 years. The construction timelines and phasing calculations are, however, subject to detailed design and engineering assessement and will form part of the Structure Plan for the development.
