Ocean Reef Marina Status Report
Project Milestones as at 20 February 2012
2012
- On 14 February 2012 the City and the State Government signed a joint Memorandum of Understanding (MOU) for the Ocean Reef Marina development.
2011
- In October 2011 the Council authorised the preparation of a Business Case and Structure Plan for the development based on Concept Plan 7.2
- At the same meeting Council also endorsed obtaining strategic advice from the Environmental Protection Authority via a Section 16 (Environmental Protection Act 1986) submission.
- In August 2011, the Council endorsed the draft MOU which was forwarded to State Cabinet for approval.
- In accordance with the resolutions made by the Council at the meeting in December 2010, a number of briefing sessions were held with State Government Ministers, including Premier Colin Barnett, Planning Minister John Day and Ocean Reef MLA Albert Jacob.
2010
- In December 2010, the Council endorsed progressing the project based on the amended concept plan.
- The results of the financial feasibility analysis of the concept plan were completed in September 2010. This task assisted in determining the nature and extent of the amendments to the concept plan and included:
- Determination of development costs based on Concept Plan 7
- Determination of revenue based on Concept Plan 7
- Estimated development timeline based on Concept Plan 7 and
- “First cut” feasibility based on Concept Plan
Based on the above, the concept plan was amended and the same analysis was applied.
- Elected Members and the Ocean Reef Marina Committee were briefed on the results of the financial analyses in November 2010.
- The Ocean Reef Marina Community Reference Group provided comment and feedback on the financial analyses and the proposed amendments to the concept plan.
- In June 2010 a grant for $100,000 was received from the Recreational Boating Facilities Scheme – Round 15 to assist with the planning and feasibility studies required for the provision of new boating facilities (including boat pens and associated infrastructure).
- Between February and May 2010 progress on the project was delayed pending the outcome of an application for funding of $500,000 from the Recreational Boating Facilities Scheme – Round 15, and approval of additional funding for the project by Council.
2009
- In December 2009, Council endorsed the progression of the concept plan through to the approvals phase in accordance with the Work Task Flow Chart.
- At the meeting held 5 May 2009, the Council endorsed a concept plan for community comment. The plan was put to the community with 11,728 completed surveys returned to the City. An overwhelming 93.5% of respondents supported the development of the marina site and 96.3% approved the concept plan as presented.
