Charity Clothing Bins on Public Land
Charity clothing bins have been an issue for Local Governments generally for many years and it has become a growing community concern with the perceived increase in their placement by various organisations. The Local Government and Public Property Local Law 1999 prohibits the use of local government property without having first obtained approval for that use from the local government. The City recognises the value to the community and charitable organisations of Charity Clothing Bins and has developed a Charity Clothing Bin Protocol to provide the opportunity for bona-fide charities to apply to place charity clothing bins at various public locations through the City.
Approval for the placement of Charity Clothing Bins has been provided by the City under the Charity Clothing Bin Protocol but is limited to bona-fide charities which are registered under the Associations Incorporation Act and excludes private commercial businesses. This exclusion also prohibits the application and placement of charity clothing bins by any Charity which has licensed the use of the Charity name to a private business for the purpose of clothing collections and/or where the charity clothing bins and processing of donations is not under the direct ownership and control of the Charity.
The bins are traditionally located in car parks and in road reserves for ease of access and visibility; however they can be viewed as a blemish on the urban environment if inappropriately located and/or poorly maintained.
