115L Whitfords Avenue, Hillarys – Telecommunications Infrastructure Upgrades

The City has received and is currently assessing a planning application for a Telecommunications Infrastructure (upgrades, additions and alterations) at the above address and you are invited to comment on the proposal.

The application is for alterations and additions to the existing 33 metre high telecommunications monopole. The overall height to the top of the antenna is 33.7 metres from natural ground level. Therefore, the overall height of the existing infrastructure is not changing from that currently existing onsite. Multiple service providers utilise the tower.

The proposed works include:

  • Removal and replacement of three panel antennas
  • Removal of eight remote radio units and installation of three remote radio units
  • Reconfiguration of existing panel antennas
  • Removal and replacement of ancillary equipment.

It is noted that the proposed works are of a scale and nature which do not typically warrant the need for a development application in accordance with Telecommunications (Low Impact Facilities) Determination 2018, however as the site is within a Bush Forever Area the works are not exempt and require a development approval in this instance.

The City is required to assess the application in accordance with the City’s Local Planning Scheme No. 3, Telecommunications Infrastructure Local Planning Policy and State Planning Policy 5.2: Telecommunications Infrastructure (SPP5.2). The application will ultimately be determined by the Western Australian Planning Commission.

It is noted that comments in relation to health and safety matters cannot be considered as part of the planning process. Health and safety matters are regulated by the Australian Radiation Protection and Nuclear Safety Agency and those licences include substantial safety margins to address human health. These legal requirements are in addition to the planning process.
