4 Cromer Grove, Kallaroo – 6 Multiple Dwellings (Apartments)
The City has received and is currently assessing an application for six multiple dwellings at the above address.
An application for six multiple dwellings at the subject site was previously considered and refused by the City in December 2018. An amended proposal was subsequently refused by the State Administrative Tribunal (SAT) in April 2019.
A new application has been lodged for the City’s consideration, with the modified proposal comprising of:
- Six multiple units, being five two bedroom and two bathroom units, and one two bedroom and one bathroom unit.
- A two-storey development with two units on the ground floor and four on the upper floor.
- 10 residential parking bays and two visitor bays.
The proposal is required to meet State Planning Policy 7.3 Residential Design Codes Volume 2 – Apartments (SPP7.3) and the City’s local planning policies.
In late May 2019, the Department of Planning, Lands and Heritage released SPP7.3 with Volume 2 – Apartments as the framework to assess multiple dwelling developments. The Policy is divided into different ‘design elements’ (for example; plot ratio, building height, street setbacks, building orientation, landscaping, visual privacy, parking). For all ‘design elements’ there are objectives that need to be met.
Unlike the previous Residential Design Codes, SPP7.3 Vol. 2 does not have a ‘deemed-to-comply’ pathway and provides acceptable outcomes and design guidance to assist in meeting the objectives. Further details on SPP7.3 is available on the Department of Planning, Lands and Heritage website.
