Turtles on the move

The City’s Natural Areas team have been busy installing turtle signs around Lake Joondalup, as a part of the Saving our Snake-necked Turtle Program. The signs provide guidance on how you can help if you see turtles and how you can assist to monitor their populations.

Southwestern snake-necked turtles (known to Noongar people as ‘Booyi’) are likely to be out and about in spring, looking for a spot to dig a nest and lay their eggs. They usually choose nesting sites within 100m of their wetland and prefer to nest during rainy weather, which means they can be difficult to see on roads and bike paths.

You can take the following actions to help the turtles:

  • If turtles need help, assist them in the direction they are heading.
  • If you find an injured turtle, call the WA Wildlife Hospital on 9417 7105 and they can provide advice.
  • Drive and ride slowly around wetlands, especially during rainy weather in Spring when the turtles may be crossing roads or paths to look for nesting sites.
  • Keep your dog on a leash and away from turtles and nests.
  • Protect turtles from predators, such as ravens, dogs and cats.
  • Download and use the TurtleSAT app, or use the website, to record turtle observations. This data will help the City understand our local turtle populations and help us to monitor and protect the turtles in the future.

This project is run in partnership with the City of Wanneroo and the Department of Biodiversity, Conservation and Attractions, Murdoch University and the South West Group.

Further information about the project can be found on the City’s website.

Local Government Reforms

On Sunday 3 July 2022, the Minister for Local Government Hon. John Carey BA MLA, announced the final package of reforms to the Local Government Act 1995, following a review of public submissions.

The full announcement can be viewed on the Government of Western Australia website.

The reforms are aimed at ensuring local governments better serve residents and ratepayers.  The reforms have been crafted in consultation with the local government sector and are the most significant reforms to take place in more than 25 years.

Significant changes proposed by the Minister include:

  • the introduction of a new Inspector of Local Government, supported by an Inspectorate, which would investigate and oversee complaints;
  • the introduction of Local Government Monitors, who can be appointed by the Inspector to assist in resolving ongoing issues;
  • tougher penalties, including three-month suspensions for Councillors who are guilty of serious breaches of the act, and 10-year bans from local government elected office for anyone suspended three times;
  • mandatory recording of council meetings, and live streaming for larger tier one and two local governments;
  • tighter rules and clearer definitions regarding confidential meetings; and
  • introduction of parental and medical leave entitlements for elected members.

To ensure that key election related reforms are in place before the 2023 local government elections, the amendments to the Act were divided into two tranches.  The first tranche was passed by Parliament on 11 May 2023, and focuses on electoral reform.

The second tranche will focus on the establishment of the new Local Government Inspector and the introduction of local government monitors for early intervention.

Further information regarding the local government reforms is available on the Department of Local Government website.

ELECTORAL REFORMS

The key electoral reforms that will be implemented for the October 2023 elections are:

  • Introducing optional preferential voting
  • Requiring public election of the mayor or president for all larger councils (already in place at the City of Joondalup)
  • Changes in representation including aligning the size of councils with the size of population of each local government area (no changes required for the City of Joondalup).

City joins forces with Perth Festival for Djoondal

The City of Joondalup has partnered with Perth Festival to bring the world premiere of Djoondal to the banks of Yellagonga Regional Park in Joondalup.

Lake Joondalup will take centre stage in February for the opening event of Australia’s longest-running multi-arts festival.

The 2023 festival theme is Djinda/Stars and, over three nights, this commissioned work will use cutting-edge technology and ancient storytelling to tell the story of Djoondal, the spirit woman with the long white hair who is said to have created the Milky Way above and whose connection to the area gave Joondalup its name.

Audiences of all ages are invited to attend the three performances from Friday 10 February – Sunday 12 February.

Spectator entry is free.

Perth Festival has previously produced major free public events such as The Giants in Perth CBD, Highway to Hell along Canning Highway and Boorna Waanginy: The Trees Speak at Kings Park.

Ian ‘Moopa’ Wilkes will lead a team of visionary artists from across generations to celebrate the connection between children and elders – koolangka and our deman – with lights, lasers and drones accompanied by ancient and futuristic music.

Joondalup Mayor Albert Jacob said the spectacular free event would be unlike anything ever seen in Joondalup before.

“We are proud to partner Perth Festival to bring this significant Indigenous cultural event to Joondalup,” he said.

“The area surrounding Lake Joondalup was, and continues to be, a very important place for the Mooro Noongar people and is a fitting location to host an event of this magnitude as we celebrate the culture, history and achievements of our First Nations people.”

Wilkes said: “Lake Joondalup has always been our mirror to the stars; the telescope to the Milky Way.”

“We are re-telling an old Noongar story using modern technology. Music and sound is our story, the lasers are our spears, lights are our paint and the drones are our dancers in the night sky,” he said.

Perth Festival Artistic Director Iain Grandage said: ‘It gives us great joy to be able to bring a large-scale Perth Festival free public event to the City of Joondalup for the first time.”

“Perth Festival 2023 is a celebration of the stories of this place. We are thrilled to be telling this Djoondal story for as many people as possible in this very special location that links the stories of the stars with the natural beauty of the lake itself.”

The event is not ticketed, more information can be found by visiting: https://www.perthfestival.com.au.

It’s time to RECONNECT

As workers continue to return to the office, the City encourages the community to reconnect with colleagues, local businesses or just somewhere new.

Whilst you might have to give up the perks of working from home and step out of your pyjamas and into real clothes as you return to the office, think of what is waiting for you. Reconnect with colleagues, collaborate and network with like minded people and start enjoying those coffee catch ups and lunch meetings whilst supporting Joondalup City Centre local businesses.

And if your flexible working arrangements have changed, on the days you work from home why not consider working closer to home rather than at home.

The Joondalup City Centre provides coworking spaces, offices, boardrooms and meeting rooms at a range of locations. Or if you are keen to escape the house, many local cafes and restaurants provide the wifi, food and coffee to get you through your workday.

If you are looking to support local, search the Joondalup Business Catalogue and connect with a local business today.

Percy Doyle Youth Facilities Take Another Step Forward

The provision of youth recreation facilities at Duncraig’s Percy Doyle Reserve has taken an important step forward after the Joondalup Council endorsed the recommended scope of works and progressed the project to a concept design stage.

The proposal includes a skate park (with bowl), BMX facilities, a multipurpose court, nature play elements, climbing frames, barbecue and picnic areas, spectator spaces, CCTV and lighting.

The preferred site for the infrastructure is the old tennis courts site on Ron Chamberlain Drive.

The estimated capital cost of the project is between $4.3 and $5.7 million, and the scope of works is consistent with similar, contemporary play and skate spaces delivered by other local governments across Perth, including the City of Stirling’s Bina Parkland, Briggs Park in the Shire of Serpentine Jarrahdale, the City of Perth’s Wellington Square and Mills Park in the City of Gosnells.

The Council has agreed to list $200,000 for consideration in the City’s 2022/23 budget to fund the concept design.

Joondalup Mayor Albert Jacob said that many people will benefit from skate and BMX facilities for youth in the City’s southern suburbs.

“There are lots of young families in the Duncraig area, and more facilities for our youth is among the most important issues for local residents,” Mayor Jacob said.

“Percy Doyle Reserve provides the ideal location as the City’s premier sporting and recreation open space, and these facilities will help to fill a critical gap in skate facilities for young people in the southern suburbs, as identified in the City’s Outdoor Youth Recreation Strategy.

“Council’s decision will allow the City’s administration to develop a concept design, including conducting community consultation, and this will confirm the specific nature of facilities and the scope of works required at the site.

“The City will also explore the potential of grant funding to help contribute to capital costs of the project.”

Following the preparation of a concept and community consultation more detailed costings of the project will be undertaken.

The project will then be brought back to Council for a decision on whether to proceed and funding to be included in the five-year Capital Works Program.

Advance Care Planning Workshops

We all want to have a say in what happens in the last part of our lives. By making plans that cover your future care, lifestyle, health and finances, you’re not only working out what you want, you are also making things easier on those around you. This process is called Advance Care Planning.

More than 80% of Australians think it’s important to put our end-of-life care preferences into writing, but less than 5% of us have completed advance care plans. It’s important to start advance care planning early in life when you can speak and decide for yourself. As things change in your personal situation, health or lifestyle, you can go back and review your choices and, if needed, make changes to your documentation. Some of the tools and documents for Advance Care Planning in WA include:

Completion of Visual Art Commission 2020/21 by Paul Kaptein

Sculptor Paul Kaptein has completed his commission for the City of Joondalup’s Visual Art Commission program.

The finished artwork is a beautifully crafted, carved timber bust featuring nautical imagery in detailed relief designs.

As a starting reference point for his artwork, Paul researched the ‘Centaur’ shipwreck (located in Marmion Marine Park) as he explored the themes of marine symbology, ancient mythology, international manufacture, global transits, as well as local shipwreck history and coastal sites.

Paul’s sculptural practice is largely expressed through woodcarving. For this commission, he was interested in the relationship of his contemporary arts practice and its relationship with the ship building tradition – specifically carved figureheads and how they are used to reveal something about the identity of the ship, it’s crew and purpose.

In 2019, Paul was the Overall Winner of the City of Joondalup Invitation Art Prize. The new commission will be a fitting accompaniment to his 2019 winning artwork Mute Figure #10 (Sunset Selfies at The Great Attractor) in the City’s Art Collection.

The artwork will be installed in the foyer of the Council Chambers before being rotated to City Libraries and other City Buildings later in the year.

Title: Mute Figure #11 (the tide to the stars and back again), 2021

Artist: Paul Kaptein

Medium: Laminated hand carved wood and graphite

Size (H x W x D): 51cm x 48cm x 27cm

About

Duncraig Library is a vibrant and welcoming community space enjoyed by people of all ages. The library opened in 1974 and as one of the top ten busiest Libraries in the state, it remains a favourite place for people to experience, learn and socialise.

In April 2019 a community artwork collaboration between students at Duncraig Primary School and WA artist Andrew Frazer was unveiled on the front wall. It celebrates the surrounding native flora and complements the flourishing community garden located in the library courtyard and surrounds. The garden is managed by Duncraig Edible Garden, a community driven project that promotes values of community, sustainability and sharing economies.

Come and experience the wonderful space and enjoy the broad range of programs, activities and events on offer; or just sit, relax and have some quiet time and a good read.

What is required?

From Saturday 5 December 2020, the City of Joondalup and all hirers have been required to maintain and make available to the Department of Health on request, contact tracing registers for all patrons entering the City’s community facilities. This will include City staff, contractors and visitors of the City of Joondalup, and hirer’s including members, attendees, participants, volunteers and staff.

Contact tracing registration may occur using the ServiceWA app, SafeWA app or through alternative (manual) contact tracing registers.

This is mandatory for all community facilities (of which you hire from the City of Joondalup) and penalties will apply for anyone (individuals and organisations) not meeting the requirements.

What has the City of Joondalup done to prepare for the re-introduction of contact tracing?

The City of Joondalup has registered all of its community facilities on the SafeWA app. SafeWA posters have been placed in all facilities which provides the unique SafeWA QR code for that facility.

What are hirers responsibilities?

This may be an electronic or paper-based method of registering attendee details.

The contact register must record the name, contact telephone number, venue, date and arrival time of patrons.

Further information and templates are available online.

What should hirers do with the alternative contact tracing register?

Hirers must keep the completed attendance register in accordance with privacy obligations, and for a sufficient period as to make it available on request by appropriate health officials or the City.
