Prior to the agenda of a Briefing Session being discussed by Elected Members, members of the public are provided an opportunity to make a deputation at the Briefing Session.

During the COVID-19 (Coronavirus) pandemic, the City will follow the public health advice from the State Government and the WA Department of Health which may restrict public attendance at the City of Joondalup Briefing Sessions. In such situations, information will be published in the relevant meeting agenda and advice will be posted on the City’s website. 

Members of the public wishing to make a deputation at a Briefing Session may make a written request to the Chief Executive Officer by close of business on the day immediately prior to the scheduled Briefing Session by using the online form below.

Deputation requests are to be approved by the Mayor and must relate to matters listed on the agenda of the Briefing Session.

Other requirements for deputations are to be in accordance with clause 5.10 of the City of Joondalup Meeting Procedures Local Law 2013 in respect of deputations to a committee.

Opt out of the 140L red lid general waste bin for a 240L red lid general waste bin.

To opt out of the 140L red lid general waste bin and receive a 240L red lid general waste bin the property owner or authorised agent is required to pay an opt out establishment fee of $159.00 prior to the delivery of the 240L general waste bin. This cost covers the first financial year or part there of.

Every year thereafter, in addition to the annual refuse charge, there will be an additional charge of approximately $235.00 for the larger 240L general waste bin which will be included as a separate line item on your annual Rates Notice. For the 2022/23 financial year the additional fee is $235.00.

If you haven’t done so already you can use the Recycle 360L upgrade form to apply for a FREE upgrade to a 360L recycling bin. This may assist you in reducing the amount of waste going in the 140L red lid general waste bin by ensuring that all your recycling goes in the yellow lid bin.

Littering is the dumping of any household rubbish including furniture items, garden refuse, building or fencing materials.

City Officers investigate all offences relating to unauthorised litter dumping and will prosecute offenders who fail to dispose of their rubbish in a responsible manner.

  • registration details and description of the vehicle involved
  • The exact location of the incident
  • Your contact number in case City Officers require further information
  • Photographs if any taken

Illegal dumping relates to the disposal of items likely to be toxic or dangerous to the environment or persons such as chemical waste, batteries, dumping of oil or paint products.

It is recognised that occasionally there may be mitigating circumstances which are not apparent at the time the infringement is issued.  Persons who have received an infringement, and believe there are mitigating circumstances, may appeal the infringement.

However there are circumstances where the City will not withdraw an infringement. These include, but are not limited to, the following:

  • Appointment did not finish on time
  • A phone call was too important
  • Meeting went longer than expected
  • Did not see the sign
  • Sign was confusing.

A request to review a parking infringement should be lodged as soon as possible after receiving an infringement, to prevent further action.  The City will only accept a request from the driver of the vehicle to which the infringement relates. Requests will not be accepted verbally over the phone.

Where noise is causing a problem, the best approach is often to speak with your neighbour and discuss your concerns. Your neighbour may not realise that there is a problem and the matter may be easy to resolve.

If noise from a neighbour is regularly an issue for you and you believe that the requirements for noise are not being met, you can ask the City to investigate the matter for you, by lodging a noise complaint with the City.

When lodging a noise complaint, you will be advised which Environmental Health Officer will be investigating your concerns and you may be asked to maintain a log identifying dates and times of the noise occurrences.

Please note: To get assistance for noise from parties, music or antisocial behaviour as they are occurring, the Police should be contacted on 131 444. The Police obviously need to prioritise their responses and you request for assistance may not be immediately forthcoming.

If you would like to register a complaint regarding food purchased from a food business located within the City, or on a food safety issue, the following form can be completed.

Where possible, a sample of the food should be kept by placing it in a freezer, so that it can be tested later if required. Any evidence such as receipts of purchase should also be kept. Should you suspect that you have suffered illness from food, it is recommended that speak to your doctor and request relevant laboratory tests to identify a potential food poisoning.

If you have registered your dog before it is sterilised, you may be entitled to a refund once sterilisation has been proven.

Refunds only apply for sterilisation, there is no refund available for death of a dog or leaving the state.

All refunds apply from the date the application is received. Each year commences from 1 November.

All cats over the age of six months must be registered, sterilised and microchipped. Cats can be registered for:

  • One year
  • Three years
  • The lifetime of the cat.

All cat registrations in the City of Joondalup expire on 31 October each year.

Any person wishing to keep bees must first obtain written approval from the City. Bees can pose a significant risk to people who are allergic and the assessment of an application includes consultation with immediate neighbours.
