Council Approves 2021/22 Budget with Small Rate Increase

The Joondalup Council has unanimously approved the City’s 2021/22 Budget at its June meeting, including an increase of 0.9% to the general rates charge.

Despite this small increase, more than 90 percent of ratepayers will be paying the same or less than they did in 2019/20.

The 2021/22 Budget continues measures taken over the past year to mitigate the impact of COVID-19 and restrictions on the wider community and the local economy.

The budget highlights include:

  • $7.2 million to the Craigie Leisure Centre
  • $2.8 million to Chichester Park clubrooms
  • $1.1 million to redevelop Warwick Sports Centre
  • $2.5 million for streetlighting in the Joondalup City Centre
  • $2.8 million for parks equipment, playground equipment, shelters, barbecues and irrigation refurbishments in accordance with landscape master plans or asset preservation plans
  • $2.2 million to undertake streetscape enhancement and landscaping works, including the Leafy City program
  • $1.8 million to refurbish and upgrade City-owned buildings
  • $21.3 million for road construction, drainage and other infrastructure including:
    • blackspot projects at Marmion Avenue and Ocean Reef Road
    • Warwick Road and Erindale Road intersection upgrade
    • Joondalup Drive and Hodges Drive intersection upgrade
    • Shenton Avenue upgrade design
    • road preservation and resurfacing, local traffic treatments, stormwater drainage, and other infrastructure
    • new footpaths, shared use paths and slab path replacements
    • bridges and parking facilities
  • Progressing projects funded by the Local Roads and Community Infrastructure (LRCI) grant (Phase 2)
  • $50,000 for a feasibility and concept design for installation of a skate park at Percy Doyle Reserve

Joondalup Mayor Albert Jacob said the Council and City administration has worked hard to deliver a budget that is achievable despite challenges associated with operating results.

“When you consider the vast majority of our ratepayers will be paying less in their rates charge than they did two years ago, coupled with one of the most ambitious capital build programs that the City of Joondalup has ever seen, I believe this is a very good budget,” he said.

“We are also paying down the very small amount of debt that we have left, we have very healthy reserves and we are running with a cash surplus.

“In last year’s budget we focused heavily on incorporating significant measures to mitigate the impact of COVID-19, including the reduction of rates revenue by $5.3 million.

“This was achieved with prudent financial management, whilst maintaining frontline services despite the uncertainty brought about by the global pandemic.

“COVID-19 measures to stimulate the economy by investing in infrastructure remain particularly important, with building costs likely to escalate in the next three to four years.

“Rates remain the City’s most important source of revenue for funding a whole community. In this budget there is a suite of projects, big and small, for everyone in our community.”

City of Joondalup ratepayers are encouraged to sign up to the eRates service by 12noon, Tuesday 13 July, to receive their 2021/22 rates notices and instalment reminders by email rather than by post. Register at joondalup.wa.gov.au.
