New Planning Framework for Infill Development
A report on the draft new planning framework was presented to Council on 21 May 2019 (report no CJ052-05/19). The purpose of the report was to seek Council’s approval to formally advertise the draft new planning framework that has been prepared by the consultant team.
At the meeting on 21 May 2019 Council agreed that:
“That Item CJ052-05/19 – Draft New Planning Framework for Infill Development BE REFERRED BACK to the Chief Executive Officer to allow:
- relevant provisions of Section Three: General Development Provisions of the draft Joondalup Place Neighbourhoods Local Planning Policy be extracted and compiled to form a separate, new local planning policy and scheme amendment for Council’s consideration at an upcoming Council meeting.
- the City to engage and consult with the community on the draft Joondalup Place Neighbourhoods Local Planning Policy and Scheme Amendment No 3 to the City of Joondalup Local Planning Scheme No. 3, ahead of formal initiation of Scheme Amendment No 3.
At the same meeting Council decided to defer a decision on the establishment of a Community Reference Group for the draft New Planning Framework for Infill Development until community consultation (as proposed above) commences.

Planning Framework Consultation Report
The consultation report detailing the outcomes of the consultation phase is now available. The report is extensive as it contains all feedback received from interested parties during the consultation period, as well as consultant analysis of the feedback. An Executive Summary has been included in the report to highlight the key consultation outcomes.
It is also important to note that the report on early consultation outcomes does not form part of the draft new planning framework but is one of the key inputs that were used by the consultants to inform development of the framework. Other inputs are State Government policy, State Government advice and direction, and the knowledge and expertise of the different consultant team members.
The State Government has a strategy for the future development of Perth that aims to accommodate 47% of all new dwellings as infill development and has set residential infill targets for each local government. The City of Joondalup (the City) is required to have a Local Housing Strategy to show how the future housing needs of its community will be met and how it plans to achieve the residential infill target set for it by the State Government.
The City started developing its Local Housing Strategy in 2010 by identifying suitable areas for medium density. These areas are known as Housing Opportunity Areas (or HOAs) and were strategically selected, based on a set of criteria, including proximity to train stations, high frequency bus routes and activity centres.
Since early 2016, residents in HOAs have been able to redevelop their properties in line with the higher densities allocated to these areas. However, a number of residents are concerned about the development outcomes occurring in these areas and called on the City to review how infill development is managed. Council responded to these concerns by endorsing the preparation of a new planning framework (amendment to the City’s planning scheme and design-led local planning policy) for the City’s HOAs that requires a higher quality of design and better manages the impact of development on existing residents and streetscapes.
An expert external consultant project team was assembled to conduct the review of the HOAs and has prepared an independent report, with recommendations to the City on the development of the planning framework.
