Proposal to Dispose of Property
At its meeting held on 16 February 2021 (CJ019-02/21 refers), Council agreed to approve the Major Land Transaction Business Plan for public advertising.
The City proposes to transfer the whole of Lot 1032, Ocean Reef Boat Harbour, 400 Ocean Reef Road, Ocean Reef and a portion of Lot 1029, Ocean Reef Boat Harbour, 362 Ocean Reef Road, Ocean Reef to the State of Western Australia. The land parcels will form part of the Ocean Reef Marina development.
The public notice period for the Major Land Transaction Business Plan closed on 19 April 2021. A report on the submissions received will be presented to Council at the meeting scheduled for 18 May 2021.
The breakwater construction works are due to commence in the coming weeks. These works will result in increased truck movements along Hodges Drive and Ocean Reef Road.

The City is working with Development WA to deliver the Ocean Reef Marina and is involved at all levels of the project. The City has representatives on the Ocean Reef Marina Government Steering, Project Team, Planning Working Group and the Innovations Working Groups.
The City remains committed to ensuring the Ocean Reef Marina is delivered in line with community expectations and the original vision for the development.
Ocean Reef Marina is being developed by DevelopmentWA on behalf of the State Government, in collaboration with the City of Joondalup.
The Ocean Reef Marina development will be located on the coast at Ocean Reef at the site of the existing Ocean Reef Boat Harbour.
The Ocean Reef Marina will be a vibrant waterfront precinct providing a range of recreational, tourism, residential, boating facilities and employment opportunities.
In September 2017, Premier Mark McGowan announced that DevelopmentWA will lead the development and work with the City of Joondalup to deliver the project. The State Government has also provided a substantial funding commitment to allow forward works to commence.
In February 2018, the Joondalup Council endorsed the Memorandum of Understanding (MoU) between the City and DevelopmentWA. The MoU outlines how the City and DevelopmentWA will work together to implement the Ocean Reef Marina project.
