Special Meeting of Electors

The Special Meeting of Electors will take place at 7.00pm on Thursday 10 March 2022 for the purpose of discussing the requests raised in the petition of electors regarding:

  • The effect of mandatory vaccination on electors, ratepayers, residents and business in the district;
  • The effect of mandatory vaccination on the local government’s affairs and the performance of the local government’s functions; and
  • Motions to be voted on for an advocacy position against mandatory vaccination for the Council to consider adopting to provide leadership and guidance to the community in the district.

The order of business for the meeting is as follows, with the agenda to be published by close of business, Friday 4 March 2022:

  • Opening and welcome
  • Attendances and apologies
  • General business (including public question time, public statement time and moving of motions).

This meeting is open to all electors of the City of Joondalup and will be subject to COVID-19 requirements and protocols.

Please Note: Public attendance at all City of Joondalup meetings has been restricted, in order to maintain the required physical distancing between people, the maximum public attendance at meetings is capped at 50% capacity, 106 people (81 in the Chamber and 25 in the adjoining lobby). Any members of the public wishing to attend the meeting above this limit will unfortunately not be able to attend.

The Special Meeting of Electors will also be audio live streamed on the City’s website.

Participating at the Special Meeting of Electors

Electors of the City can participate by asking questions, making statements and moving motions. These must relate to the purpose of the meeting.

It is encouraged that written questions be lodged by 9.00am on the day immediately prior to the scheduled meeting, and will be responded to, where possible, at the Special Electors meeting. These questions, and their responses, will be distributed to elected members and made available to the public in written form at the meeting. Any motions to be moved at the Special Meeting of Electors should be received in writing by the City by 9.00am on the day of the meeting. Motions should be sent via email to council.questions@joondalup.wa.gov.au.

In accordance with regulation 18 of the Local Government (Administration) Regulations 1996, the procedures to be followed at electors’ meetings are to be determined by the person presiding over the meeting, being the Mayor.

These procedures have been approved by the Mayor for electors’ meeting (both for the Annual General Meeting of Electors and Special Electors’ Meetings).
