The establishment fee ($74.00) and annual service fee ($56.00) for the first year is $130.00 and is payable upon application.  The annual fee thereafter will be added to the annual rates and charges.

What is included in the City’s annual waste service?

The annual waste refuse charge for residents include:

What are the three bins used for? 

  • Red for general household waste.
  • Lime green for green waste.
  • Yellow for recycling.

The City has aligned the waste service to the Australian Standard for bin lid colours. This is to aid source separation of waste and for each bin to be clearly identifiable.

What does the standard service look like?

  • One 140L (or upgraded 240L) red lid bin for general waste, emptied weekly.
  • One 240L yellow lid bin for recycling, emptied fortnightly.
  • One 240L lime green lid bin for garden organic waste, emptied fortnightly.

How does the kerbside collection service work? 

Each week, a standard service will see a household present two bins on the verge for collection:

  • The general waste bin (red lid) and recycling bin (yellow lid), or
  • The general waste bin (red lid) and garden organic bin (lime green lid).

Why do I have three bins? 

  • Give residents greater capacity for recycling garden organic waste in the lime green lid bin.
  • Reduces the environmental impacts of sending organic waste to landfills.
  • Reduce the impact of increasing landfill costs on the annual refuse charge to ratepayers.
  • Increases material recovery through the recycling bin.

My recycling bin is full every fortnight. What can I do?

The City offers a 50% larger recycling bin (360L) for free. Please complete the online form to register for the larger 360L recycling bin. If you are still generating a lot of recycling, you can also request an additional recycling bin by completing this online form. This can only be authorised by the property owner or agent (additional fees apply to annual rates).

I’m worried my waste won’t fit in the 140L general waste bin. What can I do?

Make sure all your recycling is placed in the yellow lid recycling bin and your green waste is placed in the lime green lid green waste bin. Come along to one of the City’s events where further information on how to reduce the waste created at home will be available. You can also upgrade the 140L general waste bin to a 240L bin (additional fees apply).

My 140L general waste bin is always full before collection day. What can I do?

The City encourages residents to become more sustainable and find ways to reduce the amount of waste they place in the waste bin. Households that have attempted to reduce their waste but still regularly overfill the 140L red lid general waste have the option to upgrade the 140L bin for a 240L general waste bin by completing the online form. Upgrades of the general waste bin can only be authorised by the property owner or agent (additional fees apply to annual rates).

Can I put my food waste in the garden organics bin?

No, the garden organics bin is for garden green waste only. Please only place loose garden organic waste in this bin.

My garden organics bin is full every fortnight. What can I do?

Additional green waste can be taken to the Wangara Greens Recycling Facility, 70 Motivation Drive, Wangara on Saturday – Sunday.  This is a free service using a greens tipping voucher, which can be downloaded on the City’s website. Fees may apply without a valid voucher. You can also request an additional garden organics bin for your property by completing the online form. This can only be authorised by the property owner or agent (additional fees apply to annual rates).

Can I have a bigger garden organics bin? 

No, as the weight limit on all bins is 70kg. Garden organic waste can be quite heavy, therefore the bin size is 240L in size. You can request an additional garden organics bin by completing the online form.

Bin services on public holidays

There are no bin collections on Christmas Day, New Years Day and Good Friday.

Good Friday 2024 bin collections will be on Easter Saturday (affecting Burns Beach, Joondalup, Kinross, Connolly, Currambine and Iluka residents only).

All other public holiday’s includingAustralia Day, Labour Day, Easter Monday, Anzac Day, Western Australia Day and King’s Birthday collections remain as normal.

Tips for using your general waste bin:

  1. Keep recycling out of the general waste bin – all of this waste collected is sent to Tamala Park landfill. If you are filling up your recycling bin each fortnight, use the online form to apply for a FREE bigger 360L recycling bin.
  2. The bin should not weigh more than 70kgs.
  3. Collections take place between 6.00am – 5.00pm.

The City may be able to assist residents with mobility needs with a waste bin ferrying service to the kerb on bin collection day.

  1. Keep recyclables loose and not in bags.
  2. Flatten cardboard boxes and squash plastic bottles and cans.
  3. Remove lids from all bottles, jars, containers – place lids in general waste bin.
  4. Rinse items.
  5. If you are filling up your recycling bin each fortnight, use the online form to apply for a FREE bigger 360L recycling bin.

Recycling Processing

The items you dispose of in your yellow lid recycling bin are taken to a Materials Recovery Facility (MRF) where they are separated into the different material type.

The separation of the recycling involves the items being put onto conveyor belts that are connected to sorting machines and separated into different materials such as; paper and cardboard, plastics, aluminium, steel and glass.

These materials are then shipped to the recycling plants to be re-made into new things. Some of the recycling plants are in Australia with others overseas, mostly in Asia.

Car battery and engine oil

Batteries, oil and other hazardous products must not be disposed of in household waste and recycling bins. These are considered Household Hazardous Waste (HHW) and therefore must be taken to the correct drop off facility for processing and recycling.

There are several drop off centres that residents can continue to effectively and safely dispose of batteries and motor oils, free of charge:

  • Tamala Park Recycling Facility, 1700 Marmion Avenue, Mindarie
  • Recycling Centre Balcatta, 238 Balcatta Road, Balcatta
  • Wangara Greens Recycling Facility, 70 Motivation Drive, Wangara
  • Various retail outlets that sell batteries and engine oils who have disposal options which may be local to you.

Elcar Park Dog Exercise Area

Within the Elcar Park Dog Exercise Area dogs may run off-leash, under voice control, within the confines of the fenced area.

Maintenance Closures

Scheduled maintenance activities at the Elcar Park Dog Exercise Area will be undertaken on Tuesday and Friday each week between 10.30am – 12.00noon. The facility will be closed to the public during these times.  Unscheduled maintenance activities may occur outside of these times.
