If you consistently have more recycling waste than will fit in your bin, you can order an additional recycling bin for an extra fee.

The establishment fee and annual service fee for the first year is $123.00.00 and is payable upon application.  The annual fee thereafter will be approximately $54.00 per year and will be added to the annual rates and charges.

What is included in the City’s household waste collection service?

The City has a three bin waste service which assists to:

  • Give residents greater capacity for recycling green waste in the lime green lid bin.
  • Reduce the environmental impacts of sending organic waste to landfill.
  • Reduce the impact of increasing landfill costs on the annual refuse charge to ratepayers.

What the service looks like?

  • One 140L red lid bin for General waste, emptied weekly.
  • One 240L or 360L yellow lid bin for Recycling, emptied fortnightly.
  • One 240L lime green lid bin for Green waste, emptied fortnightly.

This means each week you will present two bins on the verge for collection:

  • Either the red lid general waste bin and yellow lid recycling bin
  • Or the red lid general waste bin and lime green lid green waste bin.

What the three different bin lid colours are for?

The City aligned the waste service to the Australian Standard for bin lid colours.

  • Red for general household waste
  • Lime green for green waste
  • Yellow for recycling.

This is to aid source separation of waste and for each bin to be clearly identifiable.

My yellow lid recycling bin is full every fortnight. What can I do?

The City offers a 50% larger yellow lid recycling bin (360L) which provides more space for recycling. There is no additional charge for a larger recycling bin. Please complete the form below to register for the 360L recycling bin.

I’m worried my waste won’t fit in the 140L red lid general waste bin. What can I do?

Make sure all your recycling is placed in the yellow lid recycling bin and your green waste is placed in the lime green lid green waste bin. Separate out your soft plastic packaging and return this to Coles or Woolworths stores for recycling. Come along to one of the City’s events where further information on how to reduce the waste created at home will be available.

My 140L general waste bin is always full before collection day, what can I do now?

The City encourages residents to become more sustainable and find ways to reduce the amount of waste they place in the waste bin. Households who have attempted to reduce their waste but still regularly overfill the 140L red lid general waste have the option to opt out of the 140L bin for a 240L red lid general waste bin by completing the online form below.

To opt out of the 140L red lid waste bin and have the 240L waste bin the property owner or authorised agent must pay an opt out establishment fee of $159.00 which includes the first financial year or part thereof. In addition to the opt out establishment fee there will be an additional charge included on your annual Rates notice, set as part of the City’s annual budget, for servicing the larger bin – this additional charge is currently $235.00 each financial year.

What can go into the lime green lid green waste bin?

Loose organic garden waste such as:

  • Lawn clippings
  • Small branches
  • Leaves and flowers
  • Tree pruning’s and cuttings
  • Weeds, sticks and twigs.

Can I put my food waste in the lime green lid green waste bin?

No, the lime green lid bin is for green waste only, it is collected every fortnight. Please only place loose organic garden waste in this bin.

I don’t use my lime green lid green waste bin, do I have to have it?

If you don’t have gardens, lawns or plants you may not need a green waste bin. Residents who meet this criteria and wish to opt out of the green waste bin should fill in the request form. Checks will be made on properties who have opted out of the green waste bin to ensure it is not required.

My lime green lid green waste bin is full every fortnight. What can I do?

Additional greens waste can be taken to the Wangara Greens Recycling Facility, 70 Motivation Drive, Wangara on Saturday and Sunday.  This is a free service using a greens tipping voucher located in your waste guide.  A drop off fee will be charged without a voucher.

Can I have a bigger lime green lid green waste bin?

No, as the weight limit on all bins in 70kg. Greens waste can be quite heavy, therefore the lime green lid green waste bin is 240L in size.

Bin services on public holidays

There are no bin collections on Christmas Day, New Years Day and Good Friday.

As Christmas Day 2022 and New Years Day 2023 both fall on a Sunday, there is no change to the scheduled collections.

Good Friday 2022 bin collections will be on Easter Saturday (affecting Burns Beach, Joondalup, Kinross, Connolly, Currambine and Iluka residents only).

All other public holiday’s includingAustralia Day, Labour Day, Easter Monday, Anzac Day, Western Australia Day and Queens Birthday collections remain as normal.

Replacement or repair of bins

Submit the online form below if:

  • A bin/s at your property are damaged and require repair or replacement
  • A bin has gone missing from your property and you have been unable to locate it.
  • A stray bin requires removal.

Please note there is no charge for this service. This request can be made by the tenant, property owner or authorised agent.

Assistance with waste bins

The City may be able to assist residents with mobility needs with a waste bin ferrying service to the kerb on bin collection day.

What you can put into your yellow lid recycling bin?

  • Clean rigid plastics – bottles and containers, rigid plastic containers
  • Clean paper and cardboards – milk and juice cartons, magazines, newspaper, egg cartons, cereal boxes
  • Clean aluminium and steel – food, drink and pet food cans
  • Clean glass – (including broken glass) – food and drink bottles and jars.

Helpful tips

  • Keep recyclables loose and not in bags
  • Flatten cardboard boxes and squash plastic bottles and cans

Car battery and engine oil recycling

As of March 2021, the City of Joondalup has indefinitely ceased the kerbside collection of used car batteries and motor oils.

Batteries, oil and other hazardous products must not be disposed of in household waste and recycling bins. These items pose a risk to staff, vehicles and sorting equipment during the collection and processing of waste and recycling.

This decision has been made in response to occupational health and safety concerns, particularly regarding the handling and transport, as well as the risks to the community and the environment when hazardous items are placed in domestic collections.

There are several drop off centres that residents can continue to effectively and safely dispose of batteries and motor oils, free of charge:

  • Tamala Park Recycling Facility, 1700 Marmion Avenue, Mindarie
  • Recycling Centre Balcatta, 238 Balcatta Road, Balcatta
  • Wangara Greens Recycling Facility, 70 Motivation Drive, Wangara
  • Various retail outlets that sell batteries and engine oils who have disposal options which may be local to you

Within the Elcar Park Dog Exercise Area dogs may run off-leash, under voice control, within the confines of the fenced area.

Maintenance Closures

Scheduled maintenance activities at the Elcar Park Dog Exercise Area will be undertaken on Tuesday and Friday each week between 10.30am – 12.00noon. The facility will be closed to the public during these times.  Unscheduled maintenance activities may occur outside of these times.
