Cat Microchip Exemption

Microchipping your cat plays a crucial role in reuniting cats with their owners and is required by law, however, some cats may be exempt from microchipping due circumstances such as old age or other health related matters that would otherwise prove detrimental to the animal through insertion of a microchip. In these instances, proof of microchip exemption is to be provided in writing by a veterinarian.

It is the owner, or authorised agent’s responsibility, to advise of any change of details contained in this application, including the sale or death of a dog or cat, to the registered Council immediately. If the owner or authorised agent is changing address to another Council, it is the owner or authorised agent’s responsibility to notify and register the dog or cat with the Council to which they are moving to.

Before you start

  • This form must be completed by the new owner of the animal
  • You will need all documents relating to the animal
  • You will need a signed document from the previous owner stating that the animal has been sold or given to the new owner

All cats over the age of six months must be registered, sterilised and microchipped. Cats can be registered for:

  • One year
  • Three years
  • The lifetime of the cat.

All cat registrations in the City of Joondalup expire on 31 October each year.

  • Pension concession card (if required)
  • Photo of pet (mandatory)

Cats – registration renewal payments

Have you or your cat’s details changed since their last registration?

Before making this payment, please inform the City if:

  • You or your cat no longer live in the City of Joondalup
  • Your cat no longer lives with you
  • Your cat has passed away
  • Your cat has been sterilised/desexed since it was last registered
  • You may be eligible for concessional rates of the registration fee.

Please use the amend cat or dog registration details form to notify the City of any of the above changes. If you have submitted any change of details, please allow three – five business days for changes to reflect on your cat’s registration record, and then proceed to make a payment to renew the registration.

If your cat’s details have not changed, please continue to make a payment to renew their registration. Payment may be made by Visa or Mastercard.

Number of cats permitted on a property

In accordance with the City of Joondalup Animal Local Law 1999 and Cat Act 2011, a household is able to keep three cats.

If more than three cats are requested, the owner is required to register all cats and is required to apply for special permission from the City. Should special permission be provided for more than three cats at a property, the permission only applies to the cats nominated at the time of approval. Any new or additional cats at the property will also require special permission from the City.

All cats on a property from the age of six months must be:

  • Registered.
  • Sterilised.
  • Microchipped.

 

 

Nuisance cats

Cats are considered a nuisance if they roam, attack wildlife or create a disturbance in or around a property.

The following information has been provided to enable residents to deter unwanted cats on their property in a safe manner.

  • Speak to your neighbours to try and resolve the issue
  • Try spraying the cat with water. If the cat associates its visits with an unpleasant experience it is unlikely to return
  • Use a loud sudden noise to startle the cat
  • Use motion activated sprinklers or ultrasonic devices
  • Motion sensors use infra-red to detect when an animal enters a defined territory
  • Use of scent repellents can be a useful tool – naturally based products such as the Coleus Canina plant emits an odour that may deter cats.

Residents must be mindful that any action taken to deliberately injure or harm a cat is not acceptable and is an offence under the Animal Welfare Act.

 

 

Lost cats

When City Officers locate or collect a lost cat, they will make every effort to contact the registered owner of the cat in order to reunite the cat with its owner.

Registration and owner identification tags on your cat’s collar can assist in reuniting you and your cat.

If there is no means of identifying an owner, City Officers will take the cat to the RSPCA Animal Shelter in Malaga. Address: 108 Malaga Drive, Malaga.

If the cat remains unclaimed after seven days, the RSPCA will endeavour to re-home them.

If you have lost your cat:

  • Contact the local veterinary hospital, RSPCA or the Cat Haven – it may have been handed in.
  • Speak to your neighbours.
  • Call the City.

The City is unable to maintain a lost cat register.

Deceased cats – notifying the City

Losing a pet can be a devastating time in your life; as difficult as this time may be, you need to advise the City within 28 days of your pet’s passing.

Providing this information can assist the City with updating its records and alleviate the possible upset of you receiving a registration reminder the following year.

Notification can be made by completing the Animal registration – amend cat or dog registration details online form,or by contacting the City via phone, email or mail.

 

Change of cat ownership

If you are selling or giving away your pet you must notify the City within 28 days.

It is an offence to sell or give away a cat that is not registered, microchipped and sterilised.

You can advise of a change of ownership by completing the transfer of ownership form or amending the registration details using the online services.

Responsible cat ownership

Before you purchase a cat ensure that you have carefully considered the responsibilities that go with cat ownership

  • Speak with your local veterinarian
  • Speak with other cat owners
  • Gather as much information as you can to aid you in your decision
  • Never buy a cat on impulse – cats often live to around 12 years of age or older

Owners basic responsibilities

  • Your cat must be registered sterilised and micro-chipped from the age of six months
  • Your cat must wear a collar displaying council registration tag
  • It is recommended you include a name tag with owner’s name and contact number attached to the cat’s collar
  • Contain your cat to your own property
  • Keep your cat indoors at night

Registration, sterilisation and microchipping assists with:

  • Reuniting lost cats with owners
  • Reducing the large numbers of cats euthanised each year
  • Better control and management of stray and unwanted cats

Nuisance cat management

The following information may assist in managing nuisance cats on your property.

Cats defecating in gardens or yards

  • Clean the area thoroughly with a biological washing powder solution, and when dry, spray the area lightly with a surgical spirit spray
  • Place a small piece of cardboard with some dried cat food glued to it at that location. Cats will not toilet where there is food
  • Covering the soil with a heavy mulch often deters cats.

Sprinkling any of the following into garden beds may also be effective:

  • Rue (a herb)
  • Orange and lemon peel along with cayenne pepper
  • Coffee grounds
  • Lavender, lemon grass, citronella, peppermint, eucalyptus or mustard oil.

Cats entering indoors

  • Purchase a cat flap that has an electronic release. It will come with a device that can be placed on your cat’s collar therefore the cat flap will only open for your cat
  • You can also purchase a microchip activated cat flap that operates from your cat’s microchip number.

Residents must be mindful that any action taken to deliberately injure or harm a cat is not acceptable and such action is an offence under the Animal Welfare Act 2002.

 

 

Impounded cats

Cats may be impounded if they are found wandering in public areas or are on private property without the owner’s consent. If there is no means of identifying an owner the City will take the cat to the RSPCA Animal Shelter in Malaga. Address: 108 Malaga Drive, Malaga).

To avoid your cat being impounded:

  • Ensure your cat is registered.
  • Ensure your cat is microchipped.
  • Ensure your cat is sterilised.
  • Contain your cat on your own property.
  • Keep your cat in at night.
  • Fit the cat with a collar displaying a council registration tag.
  • It is recommended that a name tag with the owner’s contact name and number is attached to the cat’s collar.

If your cat is impounded:

  • There will be an impound fee payable prior to the release of your cat
  • If your cat is not registered, sterilised or microchipped there is a requirement to have this done prior to its release
  • Penalties may also apply for an unregistered cat.

Cat owner requirements

  • To contact their local vets to arrange sterilisation and microchipping prior to registration.

Provide proof of sterilisation with any of the following:

  • Veterinary Surgeons Certificate
  • Statutory declaration signed by the cat owner
  • By an officer of the City sighting an ear tattoo.

Provide proof of microchipping with any of the following:

  • Copy of the microchip certificate/paperwork
  • Veterinary Surgeons Certificate.

Cats will not be registered without proof of microchipping and sterilisation.

Some cats may be exempt from microchipping due to circumstances such as advanced age or other factors. In these instances, proof of a microchip exemption must be provided in writing from a veterinarian.

Pensioner concessions can only be applied on the production of a current Pensioner Concession Card (issued by Centrelink or Department of Veteran Affairs), State Concession Card, or a Senior’s Card together with a Commonwealth Senior’s Health Card.

Providing an alternative contact person when registering your cat is essential. This can provide City Officers with an alternative contact if your cat has been found and you are not contactable.

Cat breeders

Cat breeders, or those who are planning to become breeders, must apply for a cat breeding permit from the City.

To apply for a cat breeding permit:

  • An application must be submitted to the City using the apply to breed cats online form
  • Payment of the non refundable fee must accompany the application form

If approved, a Cat Breeder Certificate is issued and is valid for 12 months from date of approval. Annual renewal of a cat breeding licences are required by applying via the online form.

Important information

  • The penalty for an unapproved breeder is between $200.00 and $5,000.00
  • Fees to keep breeding cats are $100.00 per cat per year
  • Conditions apply to cat breeding permits and a non-refundable fee is payable upon lodgement of an application
  • Approved Cat Breeding Permit is valid for 12 months
  • Annual renewal and inspections will be conducted
