It is the owner, or authorised agent’s responsibility, to advise of any change of details contained in this application, including the sale or death of a dog or cat, to the registered Council immediately. If the owner or authorised agent is changing address to another Council, it is the owner or authorised agent’s responsibility to notify and register the dog or cat with the Council to which they are moving to.

Registration requirements

Before proceeding please ensure that you have the following information available:

  • Microchip number – certificate/paperwork (mandatory)
  • Proof of sterilisation (if required)
  • Pension concession card (if required)
  • Photo of pet (mandatory)

Number of dogs allowed

Keeping more than two dogs on your property requires special permission from the City.

An application form and non-refundable application fee must be submitted to the City by completing the Dogs – request to keep more than two dogs online form.

Pensioner discounts apply to holders of current:

  • Pension Concession Card (issued by Centrelink or Department of Veteran Affairs)
    or
  • State Concession Card
    or
  • Both a WA Seniors Card and a Commonwealth Seniors Health Card.

NOTE: Healthcare cards and Department of Veterans Affairs Gold, White and Orange Cards are not accepted. Proof of valid cards is required at the time of submitting your application.

Dogs – registration refund application

If you have registered your dog before it is sterilised, you may be entitled to a refund once sterilisation has been proven.

Refunds for registration only apply for sterilisation, there are no refunds available for death of a dog, or leaving the state.

All refunds apply from the date of sterilisation and each year commences from 1 November.

Use the form below to apply to following registration amendments:

Lost dogs

When City Officers locate or collect a lost dog, they will make every effort to contact the registered owner of the dog in order to reunite the dog with its owner.

If there is no means of identifying an owner, City Officers will take the dog to the RSPCA Animal Shelter in Malaga.

If dogs remain unclaimed after seven days the RSPCA will endeavour to re-home them.

 

Dogs – request to keep more than two dogs

Keeping more than two dogs on your property requires special permission from the City.

If you wish to request for more than two dogs on your property:

  • Complete this application form.
  • Pay a non-refundable application fee.

Please be advised that you cannot keep more than two dogs at a property without an approved application.

Impounded dogs

Dogs may be impounded if they are found wandering in public areas, and City Officers are unable to locate an owner. Dogs are taken to the RSPCA Animal Shelter in Malaga. Address: 108 Malaga Drive, Malaga.

To avoid your dog being impounded:

  • Ensure your dog is registered.
  • Ensure your dog has been microchipped.
  • Contain your dog on your own property.
  • Fit the dog with a collar displaying a council registration tag.
  • It is recommended that a name tag with the owner’s contact name and number is attached to the dog’s collar.

If your dog is impounded:

  • There will be an impound fee payable prior to the release of your dog.
  • If your dog is not registered or microchipped there is a requirement to have this done prior to its release.
  • Penalties may also apply for an unregistered dog and a wandering dog.

Dog Microchip Exemption

Microchipping your dog plays a crucial role in reuniting pets with their owners and is required by law. However, some dogs may be exempt from microchipping due to circumstances such as old age or other health related matters that would otherwise prove detrimental to the animal through the insertion of a microchip. In these instances, proof of microchip exemption is to be provided in writing by a veterinarian.

Deceased dogs – notifying the City

Losing a pet can be a devastating time in your life; as difficult as this time may be, you need to advise the City within 28 days of your pets passing (24 hours in the case of a dangerous dog).

Providing this information will assist the City with updating its records and alleviate the possible upset of you receiving a registration reminder the following year.

Notification can be made by completing the Animal registration – amend cat or dog registration details online form, or by contacting the City via phone or email or mail.

 

Dangerous dogs – restricted breeds

Some breeds have been identified and declared restricted in Australia. These also include a mix of two or more breeds, one being a restricted breed.

The following breeds are classified as restricted:

  • Dogo Argentino
  • Fila Brasileiro
  • Japanese Tosa
  • American Pit Bull Terrier
  • Pit Bull Terrier
  • Perro de Presa Canario or Presa Canario.

Dangerous dogs

Provision has been made for the responsible ownership of dogs that have been classed as dangerous dogs.

Any dog can be dangerous however, there are three identified types of dangerous dogs:

  • Restricted breeds
  • Declared
  • Commercial security dog.

Requirements for owners of dangerous dogs when in public areas include:

  • Wearing of specified collars
  • Wearing a muzzle
  • On leash at all times.

The property housing a dangerous dog must have:

  • An adequate enclosure to prevent the dog from escaping
  • Dangerous dog signage displayed at all entrances to the property.

 

Responsible dog ownership

Before you purchase a dog ensure that you have carefully considered the responsibility of dog ownership:

  • Speak with your local veterinarian
  • Speak with other dog owners
  • Gather as much information as you can to aid you in your decision
  • Never buy a dog on impulse – dogs often live to around 12 years of age and some dogs much longer

Owners’ basic responsibilities

  • Dogs must be registered with the City and micro-chipped from the age of three months
  • Dogs must wear a collar displaying a current registration tag
  • It is recommended that a name tag with owner’s contact name and number is attached to the dog’s collar
  • Dogs must be on a leash in public areas and near play equipment
  • Dogs must be under effective control at all times
  • Pick up all dog waste when out with your dog
  • Your property must have adequate fencing to confine your dog
