Cats – apply to breed cats or renew cat breeding licence
Cat – register your cat
All cats over the age of six months must be registered, sterilised and microchipped. Cats can be registered for:
- One year
- Three years
- The lifetime of the cat.
All cat registrations in the City of Joondalup expire on 31 October each year.

Please note: cheque payments are required at least 7 days prior to a booking.
Cats – registration renewal payments
Have you or your cat’s details changed since their last registration?
Before making this payment, please inform the City if:
- You or your cat no longer live in the City of Joondalup
- Your cat no longer lives with you
- Your cat has passed away
- Your cat has been sterilised/desexed since it was last registered
- You may be eligible for concessional rates of the registration fee.
Please use the amend cat or dog registration details form to notify the City of any of the above changes. If you have submitted any change of details, please allow three – five business days for changes to reflect on your cat’s registration record, and then proceed to make a payment to renew the registration.
If your cat’s details have not changed, please continue to make a payment to renew their registration. Payment may be made by Visa or Mastercard.
Dogs – registration renewal payments

Pay library fines online
Log in to your Library membership to pay your library fines and charges. Navigate to My Membership then the Fines and Charges button. There is a Pay Online tab where you can use SecurePay for a credit card transaction.
If you are having problems paying online, visit any Joondalup Libraries branch to make cash, EFTPOS or credit card payments.
Rates – online payment
Only Visa or Mastercard can be used for online rate payments. AÂ surcharge of 0.5% will be applied.
Dogs – request to keep more than two dogs
Keeping more than two dogs on your property requires special permission from the City.
If you wish to request for more than two dogs on your property:
- Complete this application form.
- Pay a non-refundable application fee.
Please be advised that you cannot keep more than two dogs at a property without an approved application.
Pensioner discounts apply to holders of current:
- Pension Concession Card (issued by Centrelink or Department of Veteran Affairs)
or - State Concession Card
or - Both a WA Seniors Card and a Commonwealth Seniors Health Card.
Note: Healthcare cards and Department of Veterans Affairs Gold, White and Orange Cards are not accepted. Proof of valid cards is required at the time of submitting an application.
