Booking a bulk hard waste service

Residents are entitled to the following four services, per refuse charge, per financial year only (1 July – 30 June). Quotas cannot be transferred or accumulated.

  • One collection of up to four white goods (fridges, washers, ovens etc.)
  • One collection of up to six mattresses
  • One three cubic metres skip bin for bulky household waste OR one lounge suite collection

Step one – decide which service you want. The skip will be at your residence for 1 week.

Delivery/collection will still take place on a public holiday (excluding Christmas Day, New Years Day and Good Friday.  Collection and delivery will continue irrespective of inclement weather.

Skip bins

Delivery and placement: Skip bins will be placed on a grass verge. If you don’t have a grassed verge, contact Cleanaway to discuss the delivery location. Cleanaway may visit your address and decide the best option for the service to be undertaken. A consent form may be required for a suitable location.

Skip dimensions

  • Top dimensions – 1.80 metre x 1.55 metre
  • Bottom dimensions – 1.50 metre x 1.35 metre
  • Height – 1.25 metre
  • Please note: Due to logistical reasons skips may be full upon arrival, however, the waste will be emptied on the same day as delivery (up to 4.30pm).

Tips for successful use of skips

Have the waste ready (within your property line) to go into the skip for quick and easy disposal.

  • Do not fill above the top rail. Skips may not be collected.
  • Book the skip early so you don’t miss out on the dates you want and/or when family/friends can assist.
  • Make your allocation go further, consider using the lounge collection as your bulk allocation, then purchase a bulk hard waste skip for the City’s special rate.
  • Wait times for skip bins may increase at peak booking times (school holidays, end of financial year and Easter).

All mattresses, white goods and lounge suites must be on the verge by 7.00am on collection day. 

Assistance

The on-request service allows residents to book skip bins for a time when family, friends, and neighbours are able to assist. However, the City understands that there may be exceptional circumstances where residents have a genuine need for additional assistance to get items from the verge into the skip bin. If this situation occurs you are encouraged to speak with the City’s Waste team on 9400 4000 to discuss available options.

Residents who have used any of their services can book an additional skip bin, white goods, mattress and lounge suite collections for a reduced City rate. To book call 9400 4000.

Caring for our Coastline

We all have a role to play in preserving, protecting and enhancing our pristine and wonderful coastline and beaches.

The City has outstanding local Coastcare leaders like Mike Norman and Don Poynton. Together, they have dedicated over five decades of volunteer work to help preserve, enhance and protect our pristine coastline and habitats, its rare and unique flora and vegetation communities, and the wonderful wildlife that calls it home, including Quenda and the Graceful Sun Moth. This incredible duo share their top five tips to empower you to care for our coastlines and enjoy our beautiful beaches.

Our natural coastal habitats need your help

Climate change is the biggest threat to our coastline, and we have already begun to see its effects on our local beaches. Coastal hazards, such as sea level rise causing coastal erosion and damages from storms, will only continue to degrade our City’s stunning beaches. There is a lot that residents can do to protect and conserve our natural coastal habitats.

Coastcare Tips

  • Enjoy long walks along the beach (not the dunes)

Native dune vegetation and dune structures can be easily destroyed if people or pets roam on the sand dunes. Friends Group volunteers try their best to maintain and revegetate the sand dunes with coastal seedlings. Admire their hard work from afar next time you visit the beach, or even enjoy the views from the City’s coastal shared path which runs the full length of the coastline.

  • Avoid fence sitting

Don’t climb or break the conservation fencing around the dunes, especially on the ocean side. Doing so will allow easier access for people and animals to enter the dunes, harming the vegetation and dune structures. Fencing is costly to repair and can take time to fix.

  • Keep our beaches pristine clean

If you have rubbish left from your fun day at the beach, be sure to discard it in the bins provided. Allow everyone to enjoy a beautiful, litter-free beach, even after you leave. Any rubbish you discard on the beach will likely end up as marine debris that can harm many sea creatures.

  • Recycle, don’t dump

Containers for change is a great way to recycle your drink containers rather than leaving them on the beach. Donations can be made to our Coastcare groups by depositing containers under the scheme ID C10379297.

  • Live sustainably

Help reduce the effects of climate change on our shores by limiting consumption, reusing, and recycling your waste and lowering your carbon footprint. Don’t just enjoy nature but do your best to take care of it so we can all keep enjoying our environment into the future.

  • Get involved

Even if it’s just for a few hours a year, helping out a Friends Group with some of its on-ground work will not only spoil you with stunning scenery, but you will learn more about the coastal environment and help restore the dunes and beaches!

Get involved in caring for our coastline

There are a range of ways you can get involved with restoring and maintaining our coastline. You can volunteer with your local coastal Friends Groups. Some examples of Friends Groups’ activities caring for the coast include:

  • Revegetation and planting.
  • Monitoring and recording of flora and fauna.
  • Weed control.
  • Guided nature walks where you can learn about our natural areas.
  • Rubbish clean up.
  • Seed collection.
  • Community education (talks and presentations).
  • Fire prevention.

New and returning volunteers are always welcomed. Some events require registration, for others you may be able to turn up and introduce yourself. If you have a passion for nature and conservation, or are just interested to learn more and help the community, find out more about Friends Groups within the City’s webpage.

Protect our beaches at all times of the year

Abalone season is a time of year where there can be negative impacts on beaches. Coastal vegetation and fencing can be impacted by those trying to fish for abalone.

If you see anyone trampling on vegetation, littering, illegally parking, going into fenced conservation areas, or causing other disruptive behaviour on our beaches, please report incidents to our Field Officers by calling 9400 4000 or 1300 655 860 after hours.

Litter – report littering

Littering is the dumping of any household rubbish including furniture items, garden refuse, building or fencing materials.

City Officers investigate all offences relating to unauthorised litter dumping and will prosecute offenders who fail to dispose of their rubbish in a responsible manner.

Complete the online form providing:

  • A description of the items
  • A description and number of persons involved
  • registration details and description of the vehicle involved
  • The exact location of the incident
  • Your contact number in case City Officers require further information
  • Photographs if any taken

Illegal dumping – report illegal dumping

Illegal dumping is the unauthorised discharging or abandonment of large amounts of waste and is an offence under Section 49 of the Environmental Protection Act. On conviction, the offence carries a maximum fine of $125,000 for corporations and $62,500 for individuals. Illegal dumping should be reported to DWER’s pollution watch hotline 1300 784 782 (24 hours) or via Pollution Watch website.

Throwing or dropping litter is an offence under the Litter Act 1979 and dumping rubbish of any kind (even small amounts) on land not specified as a waste facility also attracts penalties under the Litter Act.

Illegal dumping can also be report to the City. City Officers will investigate all offences relating to unauthorised litter dumping and will prosecute offenders who fail to dispose of their rubbish in a responsible manner.

Request event bins

If you are going to be hosting an event at a park, hall or your home within the City of Joondalup and require additional waste and/or recycling bins please visit myJoondalup.

Your form must be submitted at least four business days before the event to allow for processing and delivery of the bins.

Please note that the charge associated with each bin is $26.00. Bins will be delivered and removed on a weekday, not on the weekend.

Tips for using your general waste bin:

  1. Keep recycling out of the general waste bin – all of this waste collected is sent to Tamala Park landfill. If you are filling up your recycling bin each fortnight, use the online form to apply for a FREE bigger 360L recycling bin.
  2. The bin should not weigh more than 70kg.
  3. Collections take place between 6.00am – 5.00pm.

Littering and dumping of illegal waste

Littering is the dumping of any household rubbish including furniture items, garden refuse, building or fencing materials.

Illegal dumping relates to the disposal of items likely to be toxic or dangerous to the environment or persons such as chemical waste, batteries, dumping of oil or paint products.

City Officers investigate all offences relating to littering and the dumping of illegal waste and will prosecute offenders who fail to dispose of their rubbish in a responsible manner.

Prescribed offences and penalties for littering and dumping  is a minimum of:

  • $200.00 for an individual
  • $500.00 for a Body Corporate.

Fines of $500.00 apply to the dumping of litter that creates a public risk such as drugs/chemicals, broken glass, tyres, batteries and needles.

If you witness an incident of littering or illegal dumping, try to note down:

  • Vehicle description including registration details
  • Description of person or persons involved
  • Location of the incident
  • Date/time incident witnessed
  • What type of litter has been dumped
  • A contact number in case City Rangers require further information
  • Take a photograph if safe to do so.
