Background
Previously, a 37-metre three-span timber bridge, known as the Moolanda Footbridge, served as an important crossing for pedestrians and cyclists. However, following a structural assessment in April 2022, the bridge was deemed no longer structurally sound and, consequently, removed in September 2022 in the interest of public safety.
Strategic importance
The pedestrian and cycleway bridge is a critical component of the Robertson Road Cycleway (RRC), which is a strategic bike route linking the Principal Shared Path along the Mitchell Freeway and the Yellagonga Regional Park within the suburb of Kingsley. Prior to the demolition of the Moolanda Bridge, 100,000 pedestrians and 50,000 cyclists where recorded on the RRC and is expected to grow in the coming years. The new pedestrian and cycleway bridge will restore the 2.5km uninterrupted Robertson Road Cycleway (RRC), improving connectivity for people to access local schools, businesses facilities and parks.
Project objectives
The project will improve connectivity and make it safer and easier for people to enjoy local facilities and destinations in a more active way. Key deliverables include:
- Attract more people of all ages and abilities to partake in active transport.
- Reduce the likelihood and consequences of accidents amongst vulnerable road users.
- Increase the appeal of Kingsley by providing safe connections between the built and natural environment improving community health and wellbeing.
- Promotion of Kingsley and wider City of Joondalup as a liveable neighbourhood by providing a safe and sustainable built urban environment.
Project deliverables
- Construction of a new three-span steel and concrete pedestrian and cycleway bridge with improved durability and a 100 year design life.
- Modifications to the shared path and approach ramps to improve pedestrian and cyclists’ safety and comfort.
- Improvements to lighting to better illuminate the shared path and bridge deck.
Timeline
- Detailed design completed.
- Tender period will be open from 8 February 2025 to 8 March 2025.
- Council Report and Contract Awarded scheduled for May Council Meeting 2025.
- Contractor preparation and notifications to affected stakeholders scheduled for June 2025.
- Site works commencement scheduled for July 2025, with construction expected to take 6 months to complete.
Funding
The project will be co-founded by the Federal Government through the Thriving Suburbs Program, Main Roads Western Australia and City of Joondalup.
Preferred proponent
The City has recommended to Council that D.B. Cunningham Pty Ltd t/as Advanteering - Civil Engineers be awarded the $3 million contact to construct the new Moolanda Boulevard pedestrian and cyclist bridge.
