Following a review of the operation of the Private Community Purposes Zone Local Planning Policy, the City is seeking community feedback on proposed amendments to the policy.
The policy applies to non-residential development within the ‘Private Community Purposes’ zone and includes standards for building setbacks, height, built form design, parking standards and access, landscaping, and service arrangements.
The proposed amendments to the policy include:
- Minor formatting updates, and updates to definitions, policy references, and clause references.
- Clarifying the Policy’s relationship to the 'Residential Building' land use.
- Expanding the scope of the policy to apply to ‘Civic and Community’ reserved land.
- Increasing upper floors setbacks for development abutting sensitive land uses.
- Aligning maximum building heights with the Residential Design Codes.
- Adding parking standards for 'Residential building' land use.
- Removing solar energy system provisions as these fixtures are now exempt by State planning regulations from the requirement to obtain development approval.
- Requiring suitable screening for external fixtures visible to the public.
- Removing the need for security devices to be installed inside windows.

Submissions can be made using the online Planning consultation submission form below (preferred), via email to info@joondalup.wa.gov.au or via post to PO Box 21, Joondalup WA 6919. All submissions must be in writing and include your full name and address.
Submission process
After the close of the advertising period, the proposal and the submissions received will be considered at a future Council meeting. If you choose to make a submission and elect to be kept informed on the progress of the application, you will be notified of the Council meeting date when confirmed.
