The City has received an application for a proposed local development plan at 45 Country Club Boulevard, Connolly (Joondalup Resort).

The draft local development plan has been prepared by Element Advisory WA on behalf of Joondalup Hotel Investments Pte Ltd and sets out provisions to apply to multiple dwelling developments on two different sites on the lot.

The City’s Local Planning Scheme No. 3 facilitates the land uses ‘grouped dwelling’ and ‘multiple dwelling’ at 45 Country Club Boulevard, Connolly subject to the preparation and approval of a local development plan.

The proposed local development plan includes development provisions which set the height and built form requirements for future developments. It is proposed that all other development requirements applicable are as per the Residential Design Codes Volume 2.

The City did not prepare the draft local development plan, however, is required to advertise the proposal for public comment in accordance with the requirements of the Planning and Development (Local Planning Scheme) Regulations 2015. The advertising of the proposal does not indicate any formal position on the proposed local development plan.

Making a submission

Submissions can be made using the online Planning consultation submission form below (preferred), via email info@joondalup.wa.gov.au or via post to P.O. Box 21, Joondalup WA 6919. All submissions must be in writing and include your full name and address.

Submission process

After the close of the advertising period, the proposal and the submissions received will be considered at a future Council meeting. If you choose to make a submission and elect to be kept informed on the progress of the application, you will be notified of the Council meeting date when confirmed.

Council will consider the proposal, and the submissions made and will have the option to approve, request modifications or refuse the proposed local development plan. Final approval of the proposed local development plan by the Western Australian Planning Commission may be required.

A local development is a planning mechanism used to coordinate and assist in achieving better built form outcomes by facilitating the design of development on a specific lot or lots. A local development plan will typically supplement development standards contained within local planning schemes and the Residential Design Codes.

The draft local development plan has been prepared by Element Advisory WA on behalf of Joondalup Hotel Investments Pty Ltd. The City did not prepare the draft local development plan, however is required to assess the proposal following advertising and make a determination. Noting the proposal may require final determination by the WAPC.

The City’s Local Planning Scheme No. 3 provides the ability for the development of multiple and grouped dwellings at 45 Country Club Boulevard, Connolly subject to the preparation and approval of a local development plan for the lot to guide future development.

To satisfy this requirement, an application has been lodged with the City for a local development plan to provide development provisions to apply to future multiple dwelling developments on the lot.

The proposed local development plan sets out development provisions which will guide the height and built form of a future development on the site. Where a development provision is not provided for in the proposed local development plan, the Residential Design Codes Volume 2 for (apartments) is proposed to apply.

Should the proposed local development plan be approved, any future development application for multiple dwellings on the lot would be assessed against the provisions of the approved local development plan.

The local development plan proposes to apply the Residential Design Codes Volume 2 (R-Codes) and includes replacement development provisions for the following acceptable outcomes of the R-Codes:

  • building height
  • boundary wall height
  • street setbacks
  • minimum side and rear setbacks
  • plot ratio
  • building separation
  • building depth.

The local development plan also includes design objectives which are to be read in addition to the relevant element objectives included in the R-Codes.

Upon application of a local development plan the City is required to advertise the proposal for a period of 21 days.

Following advertising, a report will be presented to Council to consider the proposed local development plan and the outcomes of the advertising period.

Council will then have the option to approve, request modifications or refuse the proposed local development plan.

Final approval of the proposed local development plan by the Western Australian Planning Commission may be required.

A Transport Impact Statement has been included with the proposed local development plan to consider the broader transport impacts likely from a development of the scale allowable under the proposed local development plan.

As required by the Transport Impact Assessment Guidelines, a full Transport Impact Assessment will be required to be provided as part of any future development application lodged for multiple dwellings on the site in future, should the proposed local development plan be approved.
