The City of Joondalup has appointed Craig Lloyd as its new Chief Executive Officer following an extensive national recruitment process.
Mr Lloyd has served as CEO of the City of Whittlesea in Victoria since 2020, leading one of Australia’s fastest growing municipalities through significant organisational reform, major infrastructure delivery and strengthened community engagement.
Mr Lloyd began his career as a police officer in the United Kingdom before moving to Victoria in 2003, where he has worked for more than two decades across local and state government, emergency management and community services.
Prior to joining the City of Whittlesea, Mr Lloyd was Chief Executive Officer at Murrindindi Shire Council and held senior executive roles in Victoria with the City of Greater Bendigo, Metropolitan Fire and Emergency Services Board and the Department of Justice and Community Safety.
He is recognised for his collaborative leadership style, strong governance focus, and commitment to building high performing, community centred organisations.
His experience includes emergency management leadership, digital transformation, customer service improvement and organisational performance.
Joondalup Mayor Daniel Kingston said the Council was united in its decision to appoint Mr Lloyd, who brings experience, values and leadership to guide the City into its next chapter.
“Craig is a highly respected and accomplished local government leader with a proven record of strong organisational performance and positive community outcomes,” Mayor Kingston said.
“Craig’s experience leading complex organisations, combined with his commitment to innovation, transparency and community engagement, makes him an excellent fit for the City.
“We are entering an exciting period of opportunity and we’re confident Craig will provide the strategic leadership needed to support our community, our staff and our long term aspirations.”
Mr Lloyd said he was honoured to be appointed as CEO and excited to make the move to Western Australia.

Mr Lloyd will commence on 25 May 2026, with the City’s Director Infrastructure Services Nico Claassen to continue as temporary CEO until then.
