City of Joondalup appoints new Director Planning and Community Development

The City of Joondalup has appointed Marlaine Lavery as its new Director Planning and Community Development.

A professionally qualified urban and regional planner with extensive experience across local government, state government and the private sector, Ms Lavery brings more than 30 years of experience in major project delivery and community focused leadership to the role.

Ms Lavery’s career includes senior leadership roles in Planning and Development at the Town of Cambridge and Planning, Consultation and Urban Design at GHD, leading multidisciplinary teams across major and complex planning, engagement and development projects.

She has worked in land acquisition, mixed-use development, economic development and business management, as well as serving as a Principal Property Specialist at Western Power.

Joondalup Mayor Daniel Kingston said Ms Lavery’s depth and breadth of experience would be a major asset to the City.

“Joondalup is entering an exciting period of renewal and investment, and Marlaine will lead some of the most important work we do from planning our urban environment to supporting community wellbeing, culture and development,” Mayor Kingston said.

“Her background spans the planning system, from local government and major infrastructure to private development and community engagement, and this experience will be invaluable as Joondalup continues to grow as a vibrant, sustainable and people‑focused city.

“Marlaine brings an excellent combination of strategic planning expertise, community insight and leadership.”

City of Joondalup CEO James Pearson said Ms Lavery’s appointment would strengthen the City’s leadership and technical capability in one of its most important portfolios and he was delighted to welcome her to the City’s Executive Leadership Team.

“Marlaine’s experience across planning, development and community-focused project delivery will  support our long-term strategic direction,” Mr Pearson said.

Ms Lavery said she was looking forward to joining the City and contributing to the realisation of its  vision to be a Golbal City: Bold, Creative and Prosperous.

“Joondalup is a dynamic and forward-thinking city with a strong sense of community,” she said.

“I am looking forward to working with my new colleagues to help shape the places, programs and services that make Joondalup an exceptional place to live, work and visit.”

Ms Lavery will commence in the role on Monday 23 February 2026.
