 Joondalup City Centre land development opportunities - Expression of Interest 

The City of Joondalup is inviting Expressions of Interest (EOI) from qualified developers for the design and delivery of high-density mixed-use developments on two strategic landholdings within the Joondalup City Centre.

The EOI seeks innovative, sustainable and economically viable development concepts that support the City’s long-term vision for a vibrant and activated metropolitan centre.

Project overview

The City is undertaking an EOI process for two centrally located, freehold sites currently used as at-grade public car parks:

  • Lot 456 (104) McLarty Avenue, Joondalup – 3,726m²
  • Lot 522 (9) Davidson Terrace, Joondalup – 1,960m²

Both sites benefit from excellent transport access, established utilities, and proximity to major commercial, government and community facilities. Respondents may submit for one or both sites.

The EOI represents the first stage of a two-stage procurement process to identify suitably capable development partners to progress into exclusive negotiations.

About the opportunity

The City is seeking concepts for high-rise, mixed-use developments that contribute positively to the Joondalup City Centre and align with the City’s strategic planning framework.

The objectives of the EOI are to:

  • Encourage high-quality development that increases activity and visitation within the City Centre.
  • Reinforce Joondalup’s role as a key regional economic destination.
  • Support the delivery of diverse housing options.
  • Provide additional public car parking capacity to future-proof city centre demand.
  • Establish transparent and robust processes for land development partnerships.

The key deliverables which should form part of any submission include:

  • Integration of public car parking, replacing existing bays and providing additional capacity where feasible.
  • Delivery of activated mixed-use development with high-quality architectural and urban design outcomes.
  • Inclusion of diverse housing options to support population growth, housing choice and community needs.
  • Consideration of sustainable design principles, best-practice urban form and active ground-level interfaces.
  • Respondents are encouraged to propose viable and innovative partnership, funding or delivery models that support timely project realisation.

Strategic context

Joondalup is recognised as a Strategic Metropolitan Centre under State planning frameworks and is a major economic, health, education and commercial hub within Perth’s northern corridor.

The City is committed to enhancing the City Centre through coordinated land development, investment attraction and the delivery of key infrastructure projects. This EOI supports the broader Joondalup CBD Projects Cluster, which aims to reinforce the City Centre as a leading destination for business, innovation, culture and residential growth.

Submitting an EOI

Respondents must complete the EOI Submission Form and address all Stage One Evaluation Criteria as outlined in the EOI document.

Stage One proposals will be assessed by an evaluation panel. Shortlisted proponents may be invited to progress to Stage Two, which will involve more detailed negotiations prior to any Development Agreement.

Submissions are to be lodged via the City’s e-Procurement portal
