Parking permit applications and renewals
The City of Joondalup offer a range of parking permits for use in those areas where parking restrictions apply:
Important note: You can access the Parking fees and charges (PDF) to check the costs associated with parking in various areas of the City, including hourly fees, daily fees, and weekly fees.
The City is pleased to announce improvements to the Digital ePermit portal with a refreshed look and enhanced functionality from Saturday 31 May 2025.
The ePermit transition period remains extended to Monday 30 June 2025, with a fully digital approach from Tuesday 1 July 2025.
The application period for the third, free, Transitional ePermit and the free Service Provider (and Carers) ePermit has been extended to Wednesday 31 December 2025. These two ePermits will be valid through to Tuesday 30 June 2026, or when the permit holder leaves the property.

To help you stay connected, the City has created a QR code fridge magnet to assist with logging in and managing your permits. These are being mailed to all current permit holders in June.

Ocean Reef Boat Harbour annual parking permits allow a vehicle, with an attached boat trailer, to park without payment of the daily fee.
The parking permit applies to the boat trailer, not the vehicle towing it, allowing for more than one vehicle to tow the boat trailer, should it be required.
Upon expiry of your permit, you are required to re-apply for a new 12-month parking permit.

The Reid Promenade Car Park is conveniently located in the heart of the Joondalup City Centre and offers secure, undercover parking.
We offer 2 permit types, allowing drivers to purchase parking monthly:
- Premium: Secure 24-hour access to an allocated bay in the private parking area (via a separate entry/exit gate)
- Reserved: Access from 6am - 8pm weekdays (except public holidays) to any bay in the reserved bay car park area.
The City is now transitioning Reserved and 24Hour Premium permits to our digital ePermit system.
From December 1, applying for, renewing, and managing reserved bays will be completed online via our ePermit portal, providing a more efficient and flexible experience for carpark users.

Reid Promenade Carpark Frequently Asked Questions
The ePermit portal opens for applications on Monday 24 November 2025. A link will be emailed to all current reserved bay holders on Friday 21 November.

Your bay reservation begins from the date of approval, at which time payment will be processed from your nominated card. The reservation will auto-renew at the end of each billing cycle. Bays are no longer invoiced in advance, or based on calendar months, giving you more flexibility and choice.

Reserved and Premium bays can be cancelled at any time via the portal – simply by logging in and turning off the auto-renew option. If a new payment option is not submitted, your bay will expire at the end of the current billing period, and a new application must be submitted, pending approval and availability.
Current reserved bays will expire 30 November 2025.
Please note – there have been changes to the Reserved bay allocation as of 1 December 2025.
- Premium bays: Secure 24-hour access to an allocated bay in the private parking area (via a separate secured entry/exit gate) of the Reid Promenade Carpark
- Reserved bays: Guaranteed access from 6am - 8pm weekdays (except public holidays) to any bay in the reserved bay car park area of the Reid Promenade Carpark. These bays are no longer pre-allocated; however, the reserved bay area is for the exclusive use of Reserved Bay ePermit holders only.
The City commits to ensuring there are sufficient bays allocated in the reserved bay area, if you are unable to find a bay in the reserved area, it is likely an unauthorised vehicle is parked there. If this occurs, please contact the City immediately so that we can investigate the situation and advise you where to park
If multiple vehicles are being parked at the same time, each vehicle will require its own ePermit.
However, a benefit of the ePermit system is that up to 10 vehicle registrations can be saved to each ePermit, with one vehicle being activated (using the ePermit) at any one time.
For example, 2 job-sharing employees can have both vehicles registered under one ePermit. Jane logs in and “activates” her vehicle registration for Monday through Wednesday, and Ross “activates” his vehicle registration on Thursday through Friday.
This simply takes a few clicks when logging into the ePermit portal and allows one ePermit to be shared between multiple vehicles, for use at different times.
These ePermits are available for any registered users wishing to park securely in the Reid Promenade Carpark, Monday to Friday. Any vehicle utilising the ePermit must have the vehicle registration activated in the ePermit portal for the duration of parking.
If you attempt to exit the car park in a vehicle that is not activated on your ePermit, the gates will not allow exit. If this happens, you will be asked to move to one of the 5min bays near the exit, log in to the portal and activate the vehicle on the ePermit. Please be aware that parking a vehicle that is not activated, in a Reserved or Premium Bay, may result in infringement.
ePermit Frequently Asked Questions
The ePermit portal launched on Monday 6 January 2025. From Tuesday 1 July 2025, parking permits are managed via the digital ePermit system only. Follow the link to access the portal and complete your ePermit set-up - DigitalPermits.
Owner-occupiers - We’ve pre-registered and approved owner-occupiers who had existing permits in 2024, using the last provided email address. To complete the process, simply access the portal, reset your password, and add your vehicle registration details. If you do not have an account yet, please Sign Up.
Tenants - If you are a tenant, please “Sign Up” with a new account, and follow the steps to apply for your required number of ePermits. You are required to provide proof of residencial address and lease/boarding end date.

Existing printed residential permits expired on Monday 30 June 2025, so please ensure you have activated your ePermit account to utilise the benefits of a residential parking permit.
All residents who reside in one of the City’s residential permit areas, are eligible to apply for an ePermit, based on verification of their occupancy type.
ePermits will be valid for use in the existing authorised parking bays within the parking permit area you have been assigned based on your residential address. See the Residential Permit Area maps below:
ePermits allow you to park in authorised bays of your assigned permit area, but please note that a parking space is not guaranteed. If no bays are available in your permit area, we kindly ask residents to find alternate parking in accordance with the Parking Local Law 2023.
Residents are entitled to two (2) free ePermits and one (1) paid ePermit, per residential address. To facilitate the transition to ePermits, the City is offering the third (paid) ePermit for free. This free "Transitional ePermit" is available for applications submitted up to Wednesday 31 December 2025, and the permit will be valid until Tuesday 30 June 2026. At this time the annual fee will be required, if you wish to renew this ePermit.
You can use any ePermit, whether free or paid, for trade or visitor vehicles.
To use a permit, log into the system, and add the vehicle registration to one of your ePermits. Click the button next to that registration to 'activate' it. When activated, the colour next to the registration will turn green, showing the vehicle is authorised to park.

If you or a loved one receive care, we are working with care providers to ensure continued access to permit parking areas. Eligible carers and providers can obtain free “Service provider” ePermits for applications submitted between Tuesday 1 April 2025 and Wednesday 31 December 2025, and the permit will be valid until Tuesday 30 June 2026.
All ePermits will be self-managed online, by the permit holder. Owner-occupiers no longer need to renew their free permits annually and will only renew their paid permits every 12 months.
Free tenant permits will align with lease dates, or a maximum of 12 months, whichever is lesser and then must be renewed after 12 months or when signing a new lease. You will receive a renewal notification email before your ePermit expiry date.
All ePermits can be renewed and paid for via our ePermit portal.
Online assistance - Our website offers helpful videos to assist you with resetting your password, adding vehicle registrations, and more.
In-person assistance - If you would prefer face-to-face support, our Community Safety Officers are available for 15-minute appointments at the front counter on Mondays, Wednesdays, and Fridays. Please call us ahead of time to book an appointment.
ePermits can be utilised for regular visitors, family, carers, trades people or contractors or anyone visiting the property of the registered account holder. Please be aware that altering account holder details, misuse, or use by anyone other than those attending the account holder’s property may lead to the permit being revoked. (For example, sale of ePermit for commercial use)
Paid permits are $100 per year. To facilitate the transition to ePermits, the City is offering the third (paid) ePermit for free, valid until Tuesday 30 June 2026. Refunds will be provided to account holders that have already purchased a paid ePermit.
Yes, in the online system, each property can apply for two free permits and one paid permit. You can save up to ten vehicle registrations per permit for added convenience.
ePermits allow residents to park in designated bays within their assigned permit area. Field Officers regularly check City parking and may issue fines to vehicles without a valid ePermit in authorised areas or who haven't paid for parking in paid zones. If you receive a fine for alleged illegal parking, you can lodge an appeal online at joondalup.wa.gov.au, and we will review your case promptly.
Field Officers will be using licence plate recognition to scan vehicle registrations within the allocated permit parking areas, to confirm if that vehicle has an ePermit and is authorised to park.

EasyPark is available in the City of Joondalup, making paid parking smarter, faster, and more flexible.

How to use EasyPark
- Visit the EasyPark website or download the app from the App Store or Google Play Store.
- Register your details and vehicles.
- Once parked, open the App, confirm your location, choose the correct vehicle registration, and start your parking session!
- Extend your parking at any time from the app, up to the maximum parking time allowed.
- When returning to your car, open the App and end your session to ensure you only pay for the time you have used.
EasyPark Frequently Asked Questions
EasyPark can be used in all fee-payable parking areas within Joondalup City Centre, excluding the Reid Promenade Multistorey car park, as well as Ocean Reef Marina.
If the parking signage states ‘fee payable’ and/or to display a ticket you can use the EasyPark App instead of using the ticket machine. The EasyPark App gives you a ‘virtual’ ticket rather than a physical ticket.
The City ticket machines will still be available to pay for parking.
No, drivers who want to use the ticket machines can do so. The EasyPark App is an additional convenience for drivers who want it.
No, there is no minimum payment or time with EasyPark. Start your parking session when you park, and end your parking session when you leave to only pay for the time you use.
EasyPark charges a service fee for users. This additional cost goes to the App provider, not the City.
Yes, EasyPark charge for SMS reminders, you can opt out of this service at any time via the App.
In App push-notifications reminders are free of charge.

If you have registered your vehicle within the App, our Field Officers will be able to use the licence plate to confirm you have paid for parking.

Yes, once you have parked for the maximum time allowed in a bay according to the signed restrictions, you must move your vehicle to a different section of road and not return to the same section of road within 2-hour.
