Accessible services
Changing Places are bathrooms that are secure, clean and specifically designed for people with disability who need space and assistance to manage their bathroom needs while out in the community.
Changing Places are locked using the Master Locksmith Association Key system. Using this system will help keep the Changing Places network secure, safe and reserved for people who need them, while still allowing people with disability 24/7 access. They include an adult sized, height adjustable change table, ceiling hoist, peninsular toilet, shower with seat, and space for two people to assist the person using the Changing Place.

Craigie Leisure Centre has a range of state of the art universal access facilities for everyone to enjoy including:
- pool access
- aqua wheelchairs
- adult change table
- handrail access to spa.
The Centre also offers a range of accessible strength and conditioning equipment to support people of all abilities, including wheelchair users and people with limited mobility. Disability or accessible parking is available throughout the City of Joondalup. If an easy access bay is not available, disability parking permit holders can park in a standard parking bay and still receive the concessions provided by the City.

Beach access for people with disability
Access matting and accessible beach equipment, including all-terrain walkers and beach wheelchairs, provide access to the beach for people with disability or low mobility. This has been made possible through partnership with Mullaloo Surf Lifesaving Club, Sorrento Surf Lifesaving Club and Hillarys Boat Harbour.
All equipment is free for use on a first come first service basis and does not require a booking. Please note that all beach equipment is only to be used at the location where they are stored.
Mullaloo Beach has one beach wheelchair and one all-terrain walker. Access matting is available during the warmer months subject to weather conditions/seasonal availability.
The beach wheelchair locker is located on the footpath across the from the public toilets (near Swell restaurant). The locker can be opened using a Master Locksmith Access Key (MLAK) or via pin code. Contact the City on 9400 4000 or email during office hours for the pin code to the storage locker.
Sorrento Beach has one beach wheelchair and one all-terrain walker. The location also has a Changing Places bathroom.
The beach wheelchair locker is located behind the toilet block at the northern car park. The locker can be opened using a Master Locksmith Access Key (MLAK) or via pin code. Contact the City on 9400 4000 or email during office hours for the pin code to the storage locker.
Hillarys Boat Harbour has two beach wheelchairs. Access matting is available during the warmer months subject to weather conditions/seasonal availability.
The beach wheelchair locker is located between Southside Drive car park (near Zambreros) and South Beach public toilets. The locker can be opened using a Master Locksmith Access Key (MLAK) or via pin code. Please contact the City on 9400 4000 or email during office hours for the pin code to the storage locker, or after office hours call Harbour Security on 0418 959 048. Access and Inclusion Plan 2021/22–2023/24
The City of Joondalup Access and Inclusion Plan 2021/22–2023/24 was approved by Council in November 2021 and aims to address physical accessibility and social inclusion for everyone visiting, working or living in the City of Joondalup.
