How to report homelessness

If you encounter someone sleeping rough, please contact the City on 9400 4000 or submit a Report for Support form so they can be referred to an external outreach service for possible assistance.

Important note: if there is begging, anti-social or illegal behaviour, please call the WA Police for assistance on 131 444. If any person is in immediate danger or requires medical assistance, call 000 immediately. 

Report for Support: People experiencing homelessness

Report for Support aims to connect people experiencing homelessness to support services.  

The form allows individuals experiencing homelessness, service providers, businesses and members of our community to report people who may be experiencing homelessness in the City of Joondalup.  

These reports help the City identify occurrences of people experiencing homelessness in our community and connect those in-need with relevant support services.

Report for Support is an online form to notify the City about people who may be experiencing homelessness, or to self-report. The information is used to refer individuals to relevant support and response services, who may engage with people and can connect them to services.

  • Referrals are sent to outreach teams to locate, talk with and assess the individual/s. 
  • The outreach team may then provide referrals to further service providers as well as provide immediate / crisis support if required. 
  • Report for Support does not provide direct connection with accommodation. It serves as a referral point, connecting individuals experiencing homelessness with relevant support and response services, who deliver outreach and link people sleeping rough to appropriate services. 

Individuals 18 years and over who are sleeping rough or preparing to sleep rough.  

Important note:  if there are children present with an adult you can complete this form. If there is an individual who appears to be under the age of 18 and unaccompanied, please contact Department of Communities - Child Protection and call the Central Intake Team on 1800 273 889 to seek emergency support. If you have a life-threatening concern about a child, contact the police on 000

Anyone engaging in begging, anti-social or illegal behaviour.

In this instance, please contact WA Police immediately on 131 444 (non-emergency) or 000 in an emergency.

  • Provide exact location details. For example, near a specific landmark, behind a certain structure.  
  • Provide the drop pin location.  
  • Provide as much detail as possible in the description of the person/people. For example: approximate age, gender, ethnicity, clothing, belongings, shelter, pets present, etc.

Emergency situations 

  • If the person is in immediate danger or requires medical assistance, call 000 immediately. 

By submitting a report through the Report for Support, you are contributing to a coordinated effort to connect vulnerable individuals with support and services, helping to improve lives and create a more compassionate community.

  • WA Connect – A free online directory connecting people experiencing hardship with emergency relief services across Western Australia, including food, financial help, and shelter.
  • My Community Directory – A comprehensive listing of health, community, and social services that allows users to search by location for support options close to them.
  • Community Directory - Local services related to accommodation and housing options, health and wellbeing, financial support and community groups.

The City’s response to homelessness

Regional Homelessness Plan 2022-23 – 2025-26

Homelessness is a multifaceted issue driven by factors like domestic and family violence, mental health challenges, lack of affordable housing and housing shortages. Due to its complex nature, it requires a whole-of-community response as homelessness cannot be solved by government or the community services sector alone. 

The City actively addresses homelessness through the joint Regional Homelessness Plan with the City of Wanneroo. Agreed actions by both Cities are underpinned by three key pillars: 

  • building capacity, understanding and engagement
  • prevention and early intervention
  • responding to homelessness. 

Joondalup Wanneroo Ending Homelessness Group

The Joondalup Wanneroo Ending Homelessness Group plays a vital role in the implementation of the Regional Homelessness Plan. The group also facilitates collaboration among key stakeholders in the homelessness sector, to promote an integrated approach to services, programs, and initiatives that support those at risk of or experiencing homelessness in the northern corridor.

How you can help

To make a difference:

  • Be respectful and use person-first language, such as people experiencing homelessness, rather than ‘the homeless’.
  • Donate essential items to nonprofit organisations such The Spiers Centre or No Limits Perth.
  • Learn about the complexities of homelessness via the Office of Homelessness website.
  • To support those in need, volunteer your time and skills.
