Heathridge Park Masterplan project
Project Summary
The Heathridge Park Masterplan project will consider the rationalisation of the existing community facilities at Heathridge Park (Heathridge Community Centre, Heathridge Park Clubroom and Guy Daniel Clubroom). The project will also consider the redevelopment of tennis infrastructure, additional car parking and new passive recreation areas.
Project Background
Heathridge Park, located on Sail Terrace, Heathridge is approximately 9.6 hectares and is classified as a district sports park in the City’s Public Open Space Framework. The park is comprised of:
- One active sports playing field.
- Three community facilities (Heathridge Community Centre, Heathridge Park Clubroom and Guy Daniel Clubroom).
- Ten outdoor tennis courts.
- Various sporting and park infrastructure including car parks; floodlighting; a play space; and cricket nets.
- A drainage area.
There are 16 sporting and recreation clubs with over 2,500 registered members that currently use the facilities at Heathridge Park. There are a further 19 community groups that hire Heathridge Community Centre and six community groups that hire Guy Daniel Clubroom.
The redevelopment of Heathridge Park has been considered by the City for several years. The current infrastructure has limited functionality and does not meet the needs of the existing or potential future user groups. This includes specific deficiencies associated with the change rooms; storage; car parking; meeting room spaces; accessibility; and sporting field orientation.
In 2020, a needs and feasibility study was developed including two concept designs. Council considered the needs and feasibility study and concept designs at its meeting held on Tuesday 15 September 2020 (CJ138 09/20 refers) and endorsed the draft concept design (Option One) for the purpose of community consultation. Community consultation was undertaken in November and December 2020 and the City received 216 valid responses, along with feedback from key stakeholders. A total of 58% of respondents indicated that they either supported or strongly supported the draft concept design, 8% of respondents were neutral, and 27% of respondents were either opposed or strongly opposed.
Council was presented with the outcomes of community consultation at its meeting held on Tuesday 16 March 2021 (CJ039-03/21 refers). It was requested that a review of the concept designs be undertaken. View the March 2021 Council Minutes.
The review of the previous concept designs and community consultation results was completed in 2022. At its meeting held on Tuesday 13 December 2022 (CJ230-12/22 refers), Council considered the proposed updates to be made to the concept design options and agreed to have the designs and cost estimates updated. The updated concept designs and cost estimates were presented to Council at its meeting held on Tuesday 23 April 2024 (CJ092-04/24 refers). Council endorsed two of the concept designs to progress to community consultation. View the April 2024 Council Minutes.
The State Government has committed funding of $2.5 million to the project.
Project Update
The City has completed community consultation on concept design Option A and B and is preparing a report for Council on the results.
