Strategic position statements

The City’s Strategic Position Statements provide an agreed position on strategic matters of interest to the City.

The purpose of the statements is to:

  • Provide flexibility for the Council in capitalising on unplanned opportunities for external funding and investment;
  • Guide the development of future strategic planning documents where current gaps may exist.

Since their inception in 2008, strategic position statements are reviewed on a biennial basis where Council considers the retention, amendment or removal of each statement. The review is summarised in the table below:

Kitesurfing

Kitesurfing

Kitesurfing is an emerging and exciting sport that has become increasingly popular on the City’s beaches. Local, interstate and international visitors kitesurf at several popular beach locations within the City, particularly North Mullaloo and Pinnaroo Point, due to their great kiting conditions.

Kitesurfing achieves its greatest thrill in windy conditions and can therefore pose a risk to other beach users if not undertaken safely. As such, the City has established a designated kitesurfing area and exclusion zones to ensure the safety of all beach users. Signage along the City’s beaches indicate where kitesurfing can and can’t occur.

The basic rules are:

  • No kitesurfing in front of the exclusion zones within Mullaloo and Sorrento to a distance of 200m into the water
  • Rigging, launching and landing activities at Mullaloo must be undertaken within the designated kitesurfing area located between the exclusion zones
  • Look for the yellow bouys in the water for the western boundary of the exclusion zones and the yellow discs on the beach for the northern and southern boundaries.

Hillarys Horse Beach

Hillarys Horse Beach

The Hillarys Horse Beach (also known as the Whitfords Horse Beach) is located immediately north of the Hillarys Dog Beach. It is used predominately for recovery from exercise or injury by horses and is most popularly used during the early morning.

Horse and float car parking is available next to the horse beach. The following access applies:

  • Horse owners may park and access the beach from daybreak to midday, Monday to Saturday
  • All other times horses are prohibited from the beach area.

An abundance of local reefs ensure there are a variety of fantastic snorkelling opportunities along the coast. The most popular areas are:

  • Near the Marmion Angling Club (Marmion)
  • Boyinaboat Reef (South side of Hillarys Marina)
  • Burns Beach.

Two further areas with excellent snorkelling opportunities are “Little Island” and “The Lumps,” but both of these locations are only accessible by boat.
