Inspiration for future City?

The success of the City of Joondalup and its City Centre design and development is helping to inspire the shape and feel of the new planned Capital City of Indonesia.

Joondalup Councillor Christine Hamilton-Prime, representing Mayor Albert Jacob, and CEO James Pearson, hosted more than 50 delegates from Indonesia, including the Minister for Development and Planning Suharso Monoarfa and members of the Indonesian Parliament and Indonesian New Capital Authority.

Ahead of the development and planning of Nusantara, Indonesia’s new capital, on the eastern coast of Borneo island, the Indonesian Government is engaging with globally facing cities like Joondalup on how to plan, develop, build and manage new city development.

The City of Joondalup, which is celebrating its 25th anniversary, is one of the pioneers in the principles of environment and social sustainability in an urban setting.

Indonesian delegates were taken through the City’s evolution and the planning and development that has transformed Joondalup into the modern City it is today.

Joondalup Mayor Albert Jacob said the delegation had been particularly interested in the Joondalup City Centre and how Joondalup’s key sectors, such as education and training, health and medical, major retail, transport and recreational opportunities, were in such close proximity.

Mayor Jacob said it was the second successful meeting between the City and Indonesian delegates in the past six months.

“Although we are a relatively young City, Joondalup has made and continues to make its mark on the global stage,” he said.

“In terms of area and population characteristics, Joondalup and the Perth metropolitan area is similar to our near neighbour Indonesia’s planned new Capital City in Borneo.”

“Joondalup is a global city, bold, creative and prosperous, and we want to strengthen ties with Indonesia, which we have identified, through our Economic Development Strategy, as a place offering more business and trade opportunities for businesses and people in Joondalup.”

Following the meeting, the delegates toured Edith Cowan University’s Joondalup Campus.

Changes to the current wards

In accordance with the Local Government Act 1995, Council was required to undertake a review of its ward names, boundaries and councillor representation levels by 10 December 2021. The review considered current ward boundaries, the number of wards, current names of wards, and the number of Councillors to represent each ward.

As part of the community consultation, the City received 72 submissions that, in the main, supported the retention of the current six-ward structure, the retention of current Councillor representation levels per ward, and the retention of the current ward names. The new ward structure will, however, result in some suburbs moving to a different ward.  View the New Ward Structure map.

The suburbs affected by the ward structure review are as follows:

Congratulations to the Joondalup Sprint cohort of 2023

The Plus Eight Sprint program was delivered over six weeks in partnership with Spacecubed and the City of Joondalup has now wrapped up for 2023.

Accumulating with an exciting Pitch Night finale hosted at Joondalup Reception Centre and thanks to Lotterwest Ideastarter funding, there were three cash prizes up for grabs on the evening for the four pitching Joondalup businesses.

Pitching to a panel of three judges and in front of local businesses, the prizes on the evening were taken by:

  • Candidates are required to lodge with the Returning Officer:
  • a completed nomination in the prescribed form, signed and witnessed. This form is available from the Returning Officer or the Western Australian Electoral Commission;
  • a single A4 page profile of not more than 1,000 characters (including spaces) containing information about the candidate;
  • a nomination deposit of $100 (cash, EFT, bank cheque or postal order);
  • a recent passport-sized photograph (optional);
  • every candidate must have completed the online course titled Local Government Candidate Induction, prior to nominating; and
  • (optional) in addition to your A4 profile, you may provide additional information that you consider to be relevant to your candidature. This written statement must be not more than 2,000 characters (including spaces), must be in the English language and is for publication on the local government’s official website.

The Commission has developed an online system called Nomination Builder to assist candidates to complete their nomination form which includes the candidate profile. This is the preferred method of completing the nomination form and profile for elections conducted by the Commission. Candidates complete their nomination details and profile, print the completed form which has a reference number allocated and lodge it with the Returning Officer. The nomination builder can be accessed via www.elections.wa.gov.au.

You cannot use Nomination Builder to prepare the additional information. Where an agent lodges a nomination on a candidate’s behalf, it must be in the prescribed form with a written authorisation signed by the candidate.

Memorial Service for Margaret Cockman

Please join us to celebrate the life of Margaret Jane Cockman OAM CStJ (1931 – 2023).

Family, friends, colleagues and community members are invited to remember Margaret at a special Memorial Service on Friday 11 August, 1.00pm – 2.30pm at City of Wanneroo Civic Centre, 23 Dundebar Road, Wanneroo.

Vale Chris Baker

The City of Joondalup is saddened by the passing of former Joondalup Councillor Chris Baker.

Chris, aged 65, served the City with distinction from 2001-2004 as Marina Ward Councillor.

As Joondalup MLA, from 1996-2001, Chris was passionate about providing a safe community, local jobs for local people, infrastructure and amenities for Perth’s fast-growing northern corridor. At the time of his death, Chris was a North Ward Councillor at the City of Wanneroo.

On behalf of the Joondalup Council, staff and residents of the City of Joondalup, I convey our deepest condolences to Chris’ family and friends.

New Food Safety Standard for Food Businesses

On Friday 8 December 2023, a new food safety standard called Standard 3.2.2A – Food Safety Management Tools will take effect in Australia and will impact most food businesses. This new Standard aims to improve food safety and reduce the rate of food-borne illnesses linked to poor handling of food in certain types of food service, catering and retail businesses.

The new Standard will place an obligation on most food businesses to ensure that food handling staff undertake food handler training and appoint at least one trained food safety supervisor. Most food businesses that process unpackaged potentially hazardous ready-to-eat food will also be required to maintain records relating to specific food business activities.

The City will continue to offer its free online food safety training programs: I’m Alert and FoodSafe Online. These training programs are suitable to meet the training requirements of Standard 3.2.2A for food handlers.

Separate training is required for the appointed food safety supervisors. The WA Department of Health website contains a list of online training providers.

Vale Margaret Cockman

The Cities of Joondalup and Wanneroo extend their condolences to the family and friends of their Matriarch, Margaret Cockman OAM, who has passed away, aged 92.

No one has done more to shape the identity of the cities of Joondalup and Wanneroo as we know them today than Margaret.

From an early age, Margaret dedicated her life to her community and to the people of Wanneroo. Later in life that extended to Joondalup.

History will reflect well on her many achievements.

Through five decades of service in local government, Margaret witnessed every major development and project undertaken throughout the region.

Her incredible volume of voluntary work is unmatched.

Family-orientated, personable and loyal, with a great sense of humour and a happy disposition, Margaret truly lived life to the fullest.

She will be missed.

At an appropriate time, both cities will honour Margaret Cockman’s legacy in a befitting manner.

Revaluation 2023/24 and what it means to my 2023/24 rates

Under the Valuation of Land Act 1978, the Valuer General is required to maintain valuation rolls for all properties in Western Australia for rating and taxing purposes.

On behalf of the Valuer General, Landgate valuers provide independent and unbiased valuations of your property. These are called Gross Rental Values (GRVs) and they are used by local governments, government agencies, including the Water Corporation and emergency services as a basis to determine property rates, service charges and levies.

Every three years the Valuer General is required to reassess the Gross Rental Values for all properties within the metropolitan area. The Valuer General continued with the implementation of the Revaluation amidst the current economic circumstances to fairly reflect the reduction in the rental market. Therefore the 2023/24 rates will be based on the new Gross Rental Value (GRV).

What is a Gross Rental Value (GRV)?

For land that is developed, the GRV represents the gross annual rental that a property might reasonably be expected to earn annually if it were rented. The GRV is calculated based on rental evidence from property managers, owners and other sources for all rateable properties at a “snapshot in time”, regardless of whether the property is occupied by the owner or a family member, rented or unoccupied.

For land that is not developed, as rental evidence cannot be used, a statutory valuation of 3% of the Unimproved (or capital) value of the land is applied to properties designated as residential and 5% for properties designated as non-residential (commercial/industrial).

What affects my GRV?

The GRV of a property is affected by many factors including the age of a house, the number of bedrooms and bathrooms it has, whether it has a pool and the property’s location. This means that your GRV may be different from your neighbour, or from someone in a different suburb with a similar property.

What is a Revaluation?

Every three years the Valuer General is required to reassess the GRVs for all properties within the metropolitan area and this process is called a “Revaluation”.

How and when is the GRV determined?

All properties within a local government area are assessed at the same date. This date is used by valuers to ensure a fair and equitable assessment is completed for all properties at a given point in time.

The assessment date, which is known as the date of valuation, or DOV, is conducted every three years for the metropolitan area. The GRV remains in force for the respective three-year period until the next GRV is calculated, unless the property GRV is reassessed due to an addition, demolition etc.

Valuers at Landgate collect rental evidence at the date of valuation. The rental evidence is analysed to establish property market levels, with individual property attributes that are considered in order to determine a fair gross rental value for each property.

The City of Joondalup does not have input into the GRV determined by Landgate’s independent process.

What is the Date of Valuation (DOV) for the 2023/24 Revaluation?

The DOV for the 2023/24 revaluation is Sunday 1 August 2021. Rating valuations are therefore assessed at this “snapshot in time” which reflects the property rental market for the metropolitan area at the same date, which ensures consistency across the metropolitan area.

When do the new GRVs become effective?

The new GRVs came into effect on Saturday 1 July 2023 which means that these new GRVs will be used to calculate the 2023/24 rates.

Why is the (DOV) so ‘out of date/old’?

There is a delay between the date of valuation and the date the valuations are applied due to the time it takes for Landgate to collect and analyse valuation data and calculate new GRVs for all Western Australian properties.

For local governments in the metropolitan area this timeframe is 23 months between the date of valuation and the effective date.

How are my rates calculated?

The City of Joondalup determines the revenue required to complete the essential services that the City provides as part of the annual budget process. The City uses a differential rates system which means that different rate levels are charged for residential, commercial and industrial properties.

A rate in the dollar is applied to each rating category (residential, industrial, commercial, vacant or improved). The general rates are calculated by multiplying the GRV by the applicable rate in the dollar. This means that your rates may be different from your neighbour, or from someone in a different suburb with a similar property.

  • Your General Rates = GRV x Rate in the $

Other charges may also appear on your rate notice such as Refuse Charge, Pool Inspection Fee, Specified Area Rate or Emergency Services Levy. The Emergency Services Levy is levied and collected by local government on behalf of Department of Fire and Emergency Services (DFES).

What is the impact of the Revaluation on my rates?

The total revenue Council needs each year is set through its annual budget process.

In a Revaluation year, the “rate in the $” set by Council in the budgeting process and is normally adjusted to counteract the impact of the GRV movements which occur during this period.

The average movement in GRV’s across the City in 2023/24 is approximately 21%. However, individual properties can vary from this, depending on their particular location and attributes in the rental market.

Can I object to my valuation (GRV)?

A property owner may lodge an objection against the valuation of a property with Landgate within 60 days of the date of issue of a rates notice. For information on how your values are calculated and how to lodge an objection, please visit Landgate’s website or call Landgate Customer Service on 9273 7373.

The City has no control over the GRVs and any objections must be lodged with Landgate. Rates must be paid by the due date of the rate notice, irrespective of whether an objection has been lodged. If your objection is successful, the rates will be reassessed. Any credit that results from this reassessment will either be allocated to any balance outstanding, retained as a credit to offset future rates levied or can be refunded on request.

Nominations Requirements

  • Candidates are required to lodge with the Returning Officer:

  • a single A4 page profile of not more than 1,000 characters (including spaces) containing information about the candidate;
  • a nomination deposit of $100 (cash, EFT, bank cheque or postal order);

  • every candidate must have completed the online course titled Local Government Candidate Induction, prior to nominating; and
  • (optional) in addition to your A4 profile, you may provide additional information that you consider to be relevant to your candidature. This written statement must be not more than 2,000 characters (including spaces), must be in the English language and is for publication on the local government’s official website.

The Commission has developed an online system called Nomination Builder to assist candidates to complete their nomination form which includes the candidate profile. This is the preferred method of completing the nomination form and profile for elections conducted by the Commission. Candidates complete their nomination details and profile, print the completed form which has a reference number allocated and lodge it with the Returning Officer. The nomination builder can be accessed via www.elections.wa.gov.au.

You cannot use Nomination Builder to prepare the additional information. Where an agent lodges a nomination on a candidate’s behalf, it must be in the prescribed form with a written authorisation signed by the candidate.

How do I become a councillor? 

To nominate to become an Elected Member (whether that be the Mayor or Councillor) you must: 

  • Be 18 years of age or older. 
  • Be an elector of the district (if you are only an elector because you are a nominee of a company then you are not eligible to stand as a candidate). 
  • Complete the mandatory Local Government candidate induction eLearning module prior to nominating, accessed through the Department’s website.

Changes to the current wards

In accordance with the Local Government Act 1995, Council was required to undertake a review of its ward names, boundaries and councillor representation levels by 10 December 2021. The review considered current ward boundaries, the number of wards, current names of wards, and the number of Councillors to represent each ward.

As part of the community consultation, the City received 72 submissions that, in the main, supported the retention of the current six-ward structure, the retention of current Councillor representation levels per ward, and the retention of the current ward names. The new ward structure will, however, result in some suburbs moving to a different ward.  View the New Ward Structure map.

The suburbs affected by the ward structure review are as follows:

  • Iluka moves to North-Central Ward
  • Mullaloo moves to Central Ward
  • Kallaroo moves to South-West Ward
  • Padbury moves to South Ward

Trader’s permits

The City’s Local Government and Public Property Local Law 2014 requires vendors selling goods and services in a public place, to hold a Trader’s Permit.

When assessing an application for a Trader’s Permit, consideration is given to parking, public safety, traffic flow, amenity of the location and the consistency of the trading activity with the existing land use.

For trading activities that include the sale of food, the registration of a food business must also be considered.

Non-coastal locations

Trader’s Permits can be considered within the parking bays of parks and reserves throughout the City. Applications for locations associated with parks and reserves must include a map of the proposed site, along with photographs and documentation of the food vehicle.

Coastal locations

Many vendors would prefer a stationary location at one of the City’s beachside car parks. Coastal locations that are considered suitable for trading to occur are displayed in the following table. The table identifies the current usage for each approved coastal location and the restrictions associated with each site.

  • A copy of a site plan that clearly shows the trading area, where it is in a fixed location
  • Photographs of the stall or vehicle
  • A copy of the food business registration and latest inspection report (for food related activities), if registered outside of the City
  • Landowner’s permission – for public places that are not on local government property.

Voting in local government elections

Do you own or occupy a rateable property or business within the City of Joondalup? Then you can vote in the City’s local government elections. 

Why vote if I am a business owner or a non-resident owner of a rateable property within the City of Joondalup? 

  • Local government is the closest sphere of government to the community. 
  • Voting in a local government election gives you the opportunity to have a say on the people who make decisions that impact your day to day lives, including those of businesses. 
  • The City of Joondalup council has approved the Small Business Friendly Approvals Program, which aims to reduce red tape for small businesses. 
  • You might intend to live in City of Joondalup in the future if you own a property and therefore want to have a say in future developments. 

What is the owners/occupiers roll? 

Owners of land or nominees of corporate bodies who own or occupy rateable property but are not enrolled on the State electoral for that ward or district may apply to be on owners’/occupiers’ roll, providing they are on the State or Commonwealth Government electoral roll for a residential address outside that ward. 

Are people who do not live in the ward able to vote?  

Yes. Electors of a local government consist of eligible non-resident property owners and occupiers and residents of the ward. Local government provides services to both people and property and the rates are levied are paid not only by residents but also non-resident business owners. Where people personally own or occupy a property but are not residents of the district are also able to enrol to vote and nominate for council at the elections. 

Can I vote as a property owner, a resident and as a business owner within the City?  

All eligible electors are allowed to vote once in any ward where they are enrolled. If a person lives within one ward, and owns or occupies property or corporate body in a different district or ward, they may be entitled to a vote in both areas, provided they are enrolled for both. 

How do I enrol to vote? 

  • Enrolment of non-resident owners or occupiers is not automatic. 
  • When individuals are applying in their own names either as owners or occupiers, fill out the enrolment eligibility claim form and return it via post or email. 
  • When individuals are being nominated by a business as owner nominees or occupier nominees, the application to register a corporate nominee form should be used because it allows for detail to be provided about the corporate body involved. 
  • Enrolment claims can be lodged up to Friday 25 August 2023.

Dividing Fences, Boundary Fences and Privacy Screens

A dividing fence is usually a fence that separates two privately owned properties. It does not include a fence running along the boundary or a road and it does not include a retaining wall.

A boundary fence is a fence that is installed along a street or public open space or reserve.

A privacy screen is a fence that is a minimum of 100mm inside a dividing fence.

Sufficient dividing fence between neighbours

The City of Joondalup’s Fencing Local Law 2014 defines a sufficient residential fence as:

A fence constructed of corrugated fibre reinforced pressed cement  or steel sheeting constructed to manufacturer’s specifications or which otherwise satisfies the following specifications:

  • A minimum in-ground depth of 25% of the total length of the sheet, but in any case shall have a minimum in-ground depth of 600mm.
  • The total height and depth of the fence to consist of a single continuous fibre reinforced cement sheet or steel sheet.
  • The sheets to be lapped and capped with extruded snap-fit type capping in accordance with the manufacturer’s written instructions
  • The height of the fence to be 1800mm from natural ground level except with respect to a fence within the street setback area which is subject to the relevant provisions of the Residential Design Codes.

Refer to the Fencing Local Law 2014 for sufficient fencing requirements for commercial and industrial fencing.

The sufficient fence requirements of the Local Law are for the purposes of defining a sufficient fence under the Dividing Fences Act 1961. Disputes relating to dividing fences (including alterations without neighbours consent) is a civil matter between two parties, with the Dividing Fences Act 1961 providing a mechanism for courts to deal with disputes over dividing fences. In a civil court action the Magistrate will use the City’s Local Law to determine what is considered a sufficient fence and will use those laws in making their determination.

Building, repairing or replacing a dividing fence

Owners looking to construct, repair or replace a dividing fence are strongly advised to find out their obligations and responsibilities as defined in the Dividing Fences Act 1961.

Planning requirements

A development (planning) application is only required for a boundary/dividing fence if the proposed fencing does not comply with the requirements of a local planning policy or structure plan.

A development (planning) application is required for a privacy screen that exceeds 2.3m from natural ground level.

Building permit application requirements

A building permit is not required when the fencing, screen or similar structure (other than a fence forming part of a barrier for a private swimming pool) complies with all of the following:

  • The structure is constructed in accordance with the City’s Fencing Amendment Local Law 2021;
  • The structure if constructed of masonry is no more than 750mm in heigh; and
  • The structure if constructed of a material other than masonry, is no more than 1.8m in height.

Dividing fences higher than 1.8m

A dividing fence more than 1.8m in height requires agreement with the adjoining neighbour (in the form of written neighbours consent) and requires a building permit.

Business Consultation to Shape the Future of Joondalup

The City of Joondalup invites you to attend this interactive workshop to inform the development of a new Economic Development Strategy. The current Economic Development Strategy: Expanding Horizons, was last updated in 2017, and the City wants to hear how things have changed for local businesses and the economy.  

The City’s business community and local stakeholders are encouraged to attend this workshop to share your thoughts on the key economic strengths, opportunities and challenges today, and moving forward, and how we can work together to realise Joondalup’s full economic potential.  

Join us for a two-hour interactive workshop, facilitated by FAR Lane Economics, where we will: 

  • Provide an overview of the City of Joondalup’s community and economy.
  • Explore the role that Local Government plays in economic development, and what that means for local businesses. 
  • Share insights from recent consultation activities, including the 2022 Business Perceptions Survey. 
  • Facilitate an interactive conversation with participants to explore the City’s economic potential, opportunities and challenges.

WA Plan for Plastics Stage Two

Stage one and two of WA’s Plan for Plastics are now complete. Stage two regulations came into effect on Monday 27 February 2023.

Stage two includes a second set of single-use or disposable plastic items and materials that will be phased out between Friday 1 September 2023 and Tuesday 1 July 2025. The Stage two regulations ban the sale and supply of:

  • loose and moulded expanded polystyrene packaging
  • degradable plastics (plastics designed to break up more rapidly into fragments under certain conditions).
  • produce bags
  • expanded polystyrene cups and food trays for raw meat and seafood
  • coffee cups and lids
  • lids for cups, bowls, trays, plates and takeaway food containers
  • trays for takeaway food not covered in the Stage one ban
  • cotton buds with plastic stems
  • microbeads.

Harmony Week is a celebration of our cultural diversity. City of Joondalup Libraries have a series of events to celebrate, aimed at adults and children.

For adults

Meet the Author – Nilesh Makwana Wednesday 15 March, 6.00pm Joondalup Public Library

Nilesh Makwana is an Indian-Australian entrepreneur. He is passionate about self improvement and encouraging others to do the same. Nilesh made the life changing decision to become an international student. This allowed him to travel and learn. An incredible experience after growing up in a small town in India. Nilesh is now the author of the book Terminal 4 – An Entrepreneur’s Journey from Bicycle to Business Class, as well as a public speaker and the CEO of a global award-winning business. He is also an Australia Day Council Ambassador and encourages all Australians to be more diverse and inclusive. Discovery Session – Exotic Inspirations Thursday 16 March, 10.00am Joondalup Public Library

Lydia Edwards is a fashion historian, author and lecturer at Edith Cowan University. She is fascinated by changing fashion and has written two books – How to Read a Dress : a guide to changing fashion from the 16th to the 21st Century and How to Read a Suit. Lydia will share how western fashion has always been inspired by other cultures and asks the question, are other cultures ever influenced by western fashion? Elena Khakimullina has a passion for art and photography. She grew up in Russia and has been living in Perth for ten years. Elena works with her husband in a photography business as well as volunteering as a Gallery Guide at the Art Gallery of Western Australia. Elena will share her knowledge of art and its influence on culture. Elena will explore the universal language of art and how much culture impacts on our understanding of it.  Harmony Week focuses on celebrating our cultural diversity, Elena will discuss how art can create connections with culture and how we can learn from it. Don Poynton of Friends of North Ocean Reef-Iluka Foreshore

Don Poynton is a local environmental leader and has been volunteering in the City for 24 years across a number of different environmental community groups to conserve and restore the coastline and natural areas (Image Credit: Dee Farrell).

Local action on the coast

As Coordinator of Friends of North Ocean Reef-Iluka Foreshore (FONORIF), Don has helped oversee the weeding and planting of native plants in the Iluka Foreshore Reserve, part of Bush Forever site 325. The group also helps educate the community about the environment by installing signage, running guided walks and more recently holding events and displays.

FONORIF was formed out of the Joondalup Community Coast Care Forum Inc (JCCCF), an umbrella organisation for several of the City’s coast care groups, which started in 1999 to represent the many interests along the coast. The local group was created when Ocean Reef resident Dr Marjorie Apthorpe and a few like-minded residents from adjacent suburbs came together to look after part of the coastal reserve between Ocean Reef and Burns Beach.

Don is currently the Chair of the JCCCF which now acts as a community reference group for monitoring issues and initiating action along the City’s coastal strip.

Since 2014, Don has also been volunteering with Friends of Carnaby Reserve to undertake restoration projects in Carnaby Reserve (formerly Medinah Park) with the help of the City’s Natural Areas Team. He is also the Chairman of the Northern Suburbs Branch of the WA Naturalists’ Club and was the Treasurer of the Friends of Marmion Marine Park for many years.

In 2022, Don received a special commendation in the Western Australian Coastal Awards for Excellence for championing the natural environment and its importance to the community, providing leadership and advocacy, and encouraging community participation in coast care activities.

Why volunteer?

Don said that he is motivated to volunteer in these groups because he cares about the local amenity and biodiversity and enjoys working outside.

“I hate seeing weeds in public places! I love being outdoors. I like working in the best ‘open-plan’ office in the world! I appreciate the diversity that exists at Iluka and want to ensure it is maintained and if possible increased,” says Don.

He also enjoys learning and knowledge sharing and working with the other volunteers saying that:

“I find there is always something new to discover or learn. I like to impart what knowledge I have, to others who are interested. I enjoy the company of the people I volunteer with.”

The coastal bushland offers a range of unique and beautiful local species that you can appreciate across the different seasons says Don.

“There are so many beautiful and fascinating species of plants, fungi, birds and insects, it’s impossible to have a favourite. Winter brings out the cup fungi and the tiny earthstars. In Spring the male fairy wrens show off their colours and iridescent blue-green jewel beetles can be found crawling over the yellow buttercups.”

Tackling local environmental issues

Through Don’s volunteer work with FONORIF he tackles­ a range of environmental issues. These include feral species control of feral and domestic cats and foxes, weed species including the One-leaf Cape Tulip, Wild Pink Gladiolus and Veldt Grass, and the destruction of native vegetation and sand dunes through unauthorised entry to the coast.

Changes on the ground

There have been many positive changes to the local environment as a result of FONORIF’s work explains Don.

“Many areas within the 30 hectares looked after by FONORIF have been rehabilitated since the group began. These include areas around the Iluka Foreshore Park to areas not seen by or accessible to the public.”

Don is also proud of the group’s Iluka Foreshore Macroinvertebrate and Herpetofauna Survey, partially funded by the City’s Community Funding Program, run over 3 years that recorded more than 550 macroinvertebrate and 14 reptile species.

More recently, Don helped to organise a Free Family Discovery Morning to educate the community about the diversity of local flora and fauna and the importance of maintaining biodiversity. Around 500 members of the community attended the event throughout the day and participated in guided beach, bird, biodiversity and bush tucker walks and learnt more about the local environment through environmental displays. The event was funded through one of the City’s Community Funding Program grants, a donation from the Iluka Homeowners Association and FONORIF.

You can play a role

FONORIF and other Friends Groups play an important role in local environmental management and work closely with the City’s Natural Areas Team explains Don.

“Friends Groups can become the eyes and ears of the environment. As we spend all our time involved in on-ground work, we become more aware of issues that arise in our own patches e.g. an outbreak of a priority weed in a patch of bush that would not be visited by Natural Areas staff.”

Don said community members can help take action in their local environment by starting a Friends Group or joining an existing group.

“The City has over one hundred natural areas but less than twenty have Friends Groups. It would be great to see this number increase but if people would like to help but are not willing to start a group they should join an existing group.”

Getting more young people involved in the Friends Groups is also important said Don.

“It is noticeable that nearly all the existing volunteers fall into the “seniors” category and that very few young people are involved. The groups and the City need to promote the natural areas so people understand how important it is to look after them, not just for biodiversity but for their education and lifestyle, including mental health, values.”

Joondalup Plus Eight Sprint Program

Welcome to Plus Eight Sprint, the six-week pre-accelerator program by the City of Joondalup that is designed to take your business idea to the next level. This exclusive program is valued at $3,000, but is free for selected businesses owned or operated by residents of the City. 

With access to successful mentors, investors, and advisors, Plus Eight Sprint provides an ideal environment to grow your skills as a founder. Applications for the program open on Monday 27 February 2023 and close on Tuesday 18 April 2023, with scholarship recipients announced during the week of Monday 1 May 2023. 

The program runs for six weeks, with weekly sessions on Tuesdays from 4.00pm – 6.30pm.
